    WASHINGTON — The increasingly slim odds — and surprisingly thin outreach from the White House — for Neera Tanden’s nomination as head of the Office of Management and Budget are raising growing questions about how long the president will stick with her, in an early test of how he will use his limited political capital. In the latest sign of trouble for Tanden, two Senate panels slated to take up her nomination, the Homeland Security and Governmental Affairs Committee and the Budget Committee, both postponed meetings scheduled for Wednesday. For the third straight day, the White House batted off questions about Tanden’s path to confirmation after at least one key Democrat and multiple Republicans came out against her. Facing steep headwinds, President Joe Biden must make the calculation whether it’s worth expending political capital to defend Tanden as he faces tough fights with a divided Congress on everything from his $1.9 trillion coronavirus aid package to coming legislative packages on infrastructure and immigration. Biden said Tuesday that the administration was going to keep pushing on Tanden because “we still think there’s a shot, a good shot.” And White House press secretary Jen Psaki told reporters on Wednesday that the White House is still “fighting for her nomination.” Tanden’s confirmation prospects were thrown into doubt over the last week after Democratic Sen. Joe Manchin of West Virginia said he could not support her, citing her controversial tweets attacking members of both parties. Tanden needs 51 votes in an evenly divided Senate, with Vice-President Kamala Harris acting as a tiebreaker. That means the White House can't afford to lose another Democratic vote, and one key centrist Democrat, Arizona Sen. Kyrsten Sinema, has yet to announce her position. Without Manchin’s support, the White House has been left scrambling to find a Republican to support her. After three key moderate Republican senators said in recent days they would vote against her, the White House has faced daily questions about Tanden's path to confirmation. Sen. Lisa Murkowski, a moderate Republican from Alaska who has yet to say how she'll vote, suggested Wednesday that she was unimpressed by the Democrat. Murkowski said she still had more research to do on Tanden but that she told the White House her colleagues were “rightly” critical of Tanden’s tweets and that “some of them were clearly over the top.” “It seems that in this world we’ve kind of gotten numb to, to derogatory tweets,” she said. “I don’t think that that is, that’s a model that we want to set for anybody.” The senator said she hasn’t spoken to Tanden but has been lobbied by White House staff and the case they’ve made is “that the president nominated her.” Asked whether they offered anything more substantive in Tanden’s defence, Murkowski said, “Not that I can tell.” The growing opposition to Tanden had some already predicting her demise. “I’m not saying she’s a smoked turkey, but the smoker’s warming up,” Sen. John Kennedy, R-La., said Wednesday. Tanden spoke this week with at least two of her detractors on the Democratic side, Manchin and Sen. Bernie Sanders, a Vermont Independent who caucuses with Democrats, and Psaki said she’s overall engaged with 44 senators. And the administration pushed back against the idea that there hasn't been extensive lobbying on her part. According to the White House, from Friday to Tuesday, Tanden spoke with 15 senators — some of whom she'd spoken to previously, and some she hadn't. Overall, the administration has engaged in outreach to 28 targeted Senate offices on Tanden's nomination since Friday. But Senate aides from both sides of the aisle said the outreach from the White House surrounding her nomination had been puzzling from the start. The Biden White House did not give advance notice of her planned nomination to Sanders, according to a person familiar with the process. And multiple Republican Senate aides said contact from the White House concerning Tanden’s nomination in recent days had been minimal. According to Senate aides on both sides of the aisle, the light touch from the White House on such a controversial nominee had lawmakers wondering why the administration put Tanden forward to begin with. As one Democratic Senate aide described it, there simply wasn’t a good reason to vote for a nominee who had openly — and at times viciously — criticized members of both parties, especially with other qualified candidates waiting in the wings. By Wednesday, the apparent front-runner to replace Tanden was Shalanda Young, a former staff director for the House Appropriations Committee who has been actively pushed by members of the Congressional Black Caucus. A person familiar with the discussion said House Democratic leadership has backed Young for the job. Other names mentioned include Ann O’Leary, a former chief of staff for California Gov. Gavin Newsom, and Gene Sperling, who served as director of the National Economic Council under Presidents Bill Clinton and Barack Obama. Tanden worked for Hillary Clinton and leads the Center for American Progress, a liberal think-tank . She is the daughter of immigrants from India and would be the first woman of colour to lead the White House budget office. A number of Democratic operatives and lawmakers have accused Tanden’s opponents of exhibiting sexism and hypocrisy for suddenly caring about her controversial tweets after letting four years of Donald Trump’s outbursts on Twitter slide. “The ship sailed on so-called ‘mean tweets’ five years ago when Donald Trump descended the escalator, announced his campaign and continued on with the most caustic personal tweets aimed at members of his own party, the Democratic Party and private citizens that anyone has ever seen,” said Jim Kessler, a vice-president at the centrist group Third Way. One person close to the White House noted that Murkowski and Sinema have still not made their positions clear, and said the current approach to the Tanden controversy is simply to allow it to run its course. The person, who spoke on condition of anonymity to discuss internal thinking, said that after a number of high-profile spats with Manchin, White House officials are wary of being seen as too deferential to him and other moderate Democrats. Lawmakers have based their objections to Tanden mostly on sharp tweets she sent in the past that caustically criticized both Republican and Democratic lawmakers.     President Joe Biden on Wednesday formally revoked a series of presidential orders and memorandum signed by Donald Trump, including one that sought to cut funding from several cities the 45th president deemed “anarchist” havens and another mandating that federal buildings should be designed in a classical esthetic. Since taking office last month, Biden has revoked dozens of Trump orders and issued dozens more of his own as he’s sought to target foundational aspects of Trump's legacy and promote aspect of his own agenda without going through Congress. The latest slate of revocations targeted a grab-bag of issues, including a few that Trump signed in his last months in office. Trump issued a memorandum in September that sought to identify municipal governments that permit “anarchy, violence and destruction in American cities.” The memorandum followed riots during anti-police and anti-racism protests over George Floyd’s killing by Minneapolis police. The Justice Department identified New York City, Portland, Oregon, and Seattle as three cities that could have federal funding slashed. Those cities in turn filed a lawsuit to invalidate the designation and fight off the Trump administration’s efforts to withhold federal dollars. Trump in his “Promoting Beautiful Federal Civic Architecture” intoned that America’s forefathers “wanted public buildings to inspire the American people and encourage civic virtue." The memorandum added that architects should look to “America’s beloved landmark buildings” such as the White House, the U.S. Capitol, the Supreme Court, the Department of the Treasury and the Lincoln Memorial for inspiration. Another order halted was one Trump issued in the final days of his presidency dubbed the “Ensuring Democratic Accountability in Agency Rulemaking." It called for limiting the ability of federal agency employees in making regulatory decisions. Biden also revoked a 2018 order that called for agency heads across the government to review welfare programs — such as food stamps, Medicaid and housing aid — and strengthening work requirements for certain recipients.   • Australia passes law to make Google, Facebook pay for news

    CANBERRA, Australia — Australia’s laws forcing Google and Facebook to pay for news are ready to take effect, though the laws' architect said it will take time for the digital giants to strike media deals. The Parliament on Thursday passed amendments to the so-called News Media Bargaining Code agreed between Treasurer Josh Frydenberg and Facebook chief executive Mark Zuckerberg on Tuesday. In return for the changes, Facebook agreed to lift a ban on Australians accessing and sharing news. Rod Sims, the competition regulator who drafted the code, said he was happy that the amended legislation would address the market imbalance between Australian news publishers and the two gateways to the internet. “All signs are good,” Sims told Australian Broadcasting Corp. “The purpose of the code is to address the market power that clearly Google and Facebook have. Google and Facebook need media, but they don’t need any particular media company, and that meant media companies couldn’t do commercial deals,” the Australian Competition and Consumer Commission chair added. The rest of the laws had passed earlier, so they can now be implemented. Google has already struck deals with major Australian news businesses in recent weeks including News Corp. and Seven West Media. Frydenberg said he was pleased to see progress by Google and more recently Facebook in reaching commercial deals with Australian news businesses. But Country Press Australia, which represents 161 regional newspapers across the country, has raised concerns that tiny publications outside large cities might miss out. Sims said he was not surprised that the platforms would strike deals with the large city businesses first. “I don’t see any reason why anybody should doubt that all journalism will benefit,” Sims said. “There things take time. Google and Facebook don’t have unlimited resources to go around talking to everybody. I think this has got a long way to play out,” he added. Chris Moos, a lecturer at Oxford University’s Business School, said the latest amendments amounted to a “small victory” for Zuckerberg. Moos said the legislation would likely result in small payouts for most Australian news publishers. But Facebook could again block Australian news if negotiations broke down. The legislation was designed to curb the outsized bargaining power of Facebook and Google in their negotiations with Australian news providers. The digital giants would not be able to abuse their positions by making take-it-or-leave-it payment offers to news businesses for their journalism. Instead, in the case of a standoff, an arbitration panel would make a binding decision on a winning offer. Frydenberg and Facebook confirmed that the two sides agreed to amendments to the proposed legislation. The changes would give digital platforms one month’s notice before they are formally designated under the code. That would give those involved more time to broker agreements before they are forced to enter binding arbitration arrangements. A statement Tuesday by Campbell Brown, Facebook’s vice-president for news partnerships, added that the deal allows the company to choose which publishers it will support, including small and local ones.     A new coronavirus variant that shares some similarities with a more transmissible and intractable variant discovered in South Africa is on the rise in New York City, researchers said on Wednesday. The new variant, known as B.1.526, was first identified in samples collected in New York in November, and by mid-February represented about 12% of cases, researchers at Columbia University Vagelos College of Physicians and Surgeons, said on Wednesday. The variant was also described in research published online this week by the California Institute of Technology.

  • Edmonton Police Service officer charged with off-duty sexual assault

    EDMONTON — An Edmonton Police Service officer has been charged with sexual assault. Alberta's police watchdog, the Alberta Serious Incident Response Team (ASIRT), says the alleged assault happened on Jan. 20 when the officer was off duty. In a release, ASIRT says the man knows the woman and during an encounter committed a sexual assault. Investigators forwarded their findings to the Alberta Crown Prosecution Service which determined the evidence met their standard for prosecution. The release says Const. Samuel Sanson was arrested Wednesday and charged with one count of sexual assault. Sanson has been released and is to appear in Edmonton provincial court on March 23.   • Vaccinating essential workers before seniors in B.C. could save lives: experts

    VANCOUVER — British Columbia should change its COVID-19 vaccine rollout plans to prioritize essential workers who can't avoid contact with others, suggests research from mathematical modelling experts at Simon Fraser University. In a paper out Wednesday, which has yet to be peer-reviewed, the experts outline how their modelling shows vaccinating essential workers earlier could prevent more infections, hospitalizations and deaths than the province's age-based approach. The shift in strategy for vaccinating the general population could also save millions in health-care costs and reduce instances of so-called long COVID, or people who experience symptoms for more than 28 days, they say. B.C. has decided to vaccinate older residents before younger people. The third phase of the campaign is set to start in April and last until June, covering people between the ages of 60 and 79, along with those who are highly clinically vulnerable, such as cancer patients. The new modelling shows prioritizing workers in essential services including teaching, retail, food production and law enforcement could reduce the amount of virus circulating in communities and provide "a significant level of indirect protection for older adults," the paper says. Paul Tupper, a mathematics professor and co-author of the paper, said it might seem counterintuitive to shift away from prioritizing older people at greater risk of severe illness, but the best way to protect them is to keep the prevalence of COVID-19 down in the general population. "A very effective way of doing that is vaccinating people that have lots of contacts as part of their job," he said in an interview. A key consideration is that although the vaccines approved in Canada so far are effective, five to 10 per cent of people who get both doses may not be protected, along with those who decline receiving the shot, Tupper said. That means as many as 20 to 30 per cent of people targeted in the next phase of B.C.'s immunization campaign may not be protected from getting sick with COVID-19, he said, but it's possible to prevent exposure by reducing transmission among people in greater contact with others. The study concludes that vaccinating B.C.'s essential workers sooner could prevent up to 200,000 infections and 600 deaths, while saving about $230 million in health-care costs. The researchers' modelling relied on estimates of social contact among 15 age groups from infants to 79-year-olds in different settings, such as home, work and school, as well as survey data from the B.C. Centre for Disease Control to estimate the distribution of essential workers by age group. They ran simulations for five scenarios in B.C.'s vaccine rollout, considering varying levels of vaccine efficacy when it comes to blocking transmission in addition to providing protection for the person who gets the shot. The found an oldest-first strategy is only best to prevent deaths when the vaccines' efficacy against transmission is "extremely low" and when the reproductive number for the virus is high, meaning on average each person infected leads to more than one additional case. While B.C.'s case numbers have plateaued rather than declined in recent weeks, they're not growing exponentially, said Tupper, and mounting evidence suggests the approved vaccines do prevent infection and block transmission rather than simply protect against symptomatic illness. When asked for comment, the B.C. Health Ministry referred to an answer given at a news briefing on Tuesday by provincial health officer Dr. Bonnie Henry when she stuck by the plan to begin an age-based vaccination campaign in the spring, saying the approach has been "supported across the world." B.C. officials would consider changing the plan to include essential workers if enough doses of vaccine became available, she said. Organizations representing teachers and dentists in B.C., as well as Metro Vancouver bus drivers, have said their members should be prioritized because of their contact with the public. Kim Novak, president of United Food and Commercial Workers Local 1518, which represents grocery and retail workers, said Wednesday there's been a recent uptick in cases among members. Anxiety has increased with the news that several faster-spreading variants have reached B.C., she added. Novak said she agreed that the most vulnerable residents, and those who are most at risk of dying, need to be vaccinated first. But she said front-line workers must be prioritized if the province's vaccine supply grows. "In some cases, our members are interacting with hundreds of people a day and thousands of people a month, and so to reduce exposure and to reduce transmission, we feel strongly that there should be prioritization when more vaccines come available for front-line workers." The province reported 456 new cases of COVID-19 and two more deaths Wednesday, pushing the death toll from the illness in B.C. to 1,338. There have been 230,875 doses of COVID-19 vaccine administered, including more than 62,000 second shots. The first phase of B.C.'s immunization campaign focused on health-care workers in hospitals, paramedics, residents and staff at long-term care homes, and remote Indigenous communities.   • Citing pandemic expenses, EMSB forecasts $15M deficit

    (Graham Hughes/The Canadian Press - image credit) The English Montreal School board says it is projecting a deficit of nearly $15 million for this year, with at least $10 million of that tied to COVID-related expenses. When schools closed last year and then reopened with a range of measures in place, the expenses added up quickly, the EMSB said in a statement Wednesday. For example, it cost the board about $5 million to set up online teaching. Another $3 million in daycare fees were refunded to parents during pandemic-related closures and absences. Personal protective equipment cost the board an additional $1.6 million. Board chair Joe Ortona says other boards and service centres in Quebec will likely be in the same situation and he is calling on the Quebec government to help cover the cost by tapping into federal funding and its own reserves. "Failing that, we will have no choice but to make very difficult decisions at budget time in June," Ortona said in a statement. "In the interim, we will continue to closely monitor our financial situation and to take all measures to ensure that services to students are maintained and enhanced during this challenging period. That is our pledge to the community." Earlier this week, the Centre de services scolaire de la Région-de-Sherbrooke reported a deficit of $5.4 million. It too blamed costs related to COVID-19. The centre's director, Christian Provencher, said without COVID-19 the budget for the fiscal year would have been roughly balanced, as was the case in 2018-2019. The deficit would have more likely hovered around $200,000 were it a typical year, he said.

Alternatively, masitinib at 4.5 mg/kg/day with a dose escalation to 6 mg/kg/day after three months of treatment with matched placebo. Results AB Science presented positive Phase 2b/3 results with masitinib in progressive multiple sclerosis. Results published in this study reported that masitinib slowed down disease progression in patients that were measured by the change on Expanded Disability Status Scale (EDSS), thereby fulfilling the study’s primary objective. Masitinib also showed a considerable reduction in reaching the risk of a disability level that would require wheelchair mobility. Masitinib was found to be relatively well-tolerated, with the manifestation of most common adverse events such as nausea, rash, asthenia, diarrhea, and edema. Even though the overall frequency of adverse effects was in line with the placebo group, severe and severe incidents were higher in the masitinib-treated patients.     (CBC News - image credit) Alberta voters will have ability to recall their MLAs, municipal representatives or school board trustees before the next provincial election should new legislation pass this spring, the government says. Government house leader Jason Nixon said a pledge to adopt recall legislation was in the United Conservative Party election platform, and he wants the citizen-led mechanism in place as soon as possible. "Obviously, the process has to be done right, and make a sustainable system within our election system to make that work," Nixon said on Wednesday. At a news conference highlighting some of the bills coming to the legislature this spring, Nixon said the debate and approval of the budget would be the initial focus, given the uncertainty the COVID-19 pandemic creates. Also on a list of upcoming bills is the introduction of citizen-led initiatives. With enough signatures on a petition, a law would allow citizens to prompt a referendum on a policy or law of their choice. Recall legislation and citizen initiatives were both studied last fall by a special all-party committee of the legislature. No details are available yet about how they would work. If the legislature passed, Alberta would join B.C. as the second province allowing voters to turf an MLA for performing poorly. Barry Morishita, president of the Alberta Urban Municipalities Association (AUMA) and mayor of Brooks, said the nuances of the legislation will be critically important. The petition thresholds for prompting a recall vote should be different in municipalities of different sizes, he said. Otherwise, it would be too easy for a few people in a small town to unseat a mayor or councillor. It's challenging enough to get qualified people to run in some small communities, Morishita said. If a councillor was acclaimed then recalled, he wonders who would replace them. "I'm really concerned about what the disruption would be," he said. He also worries recall legislation would prompt local officials to avoid making unpopular decisions to avoid being booted out. An independent provincial body to hear code of conduct complaints would be more useful in holding municipal politicians to account, said Morishita, who noted the AUMA has not been consulted about the bill. Competing federal and provincial bills In December, Michaela Glasgo, the UCP MLA for Brooks-Medicine Hat, introduced the private members bill, the Municipal Government (Firearms) Amendment Act, that proposed to stop Alberta municipalities from banning firearms. The federal government has since introduced legislation that would give municipalities the power to ban handguns. Now, the Alberta government wants to make Glasgo's bill a government bill, which could allow it to pass more quickly. "Unfortunately, the federal government has continued to focus again on farmers and hunters instead of dealing with the real issue, and has now overstepped, from our perspective, to try and give municipalities powers that are certainly within the purview of the provincial government, not the federal government," Nixon said. Legal opinions vary on whether the federal or a provincial government would have the ultimate authority. Nixon said Wednesday that Albertans will have a provincial referendum in the fall to express whether they support federal equalization. The result would not compel the federal government to take action. The government also intends to amend the Vital Statistics Act to prevent dangerous offenders from legally changing their names. Last year, the legislature passed an amendment to prevent sex offenders from altering their names. Also listed on the government's order paper is the College of Alberta School Superintendents Act. Last summer and fall, the government consulted with education groups about whether school superintendents should be given the legal power to regulate their own profession. NDP Opposition house leader Christina Gray said the government's legislative priorities show it is pandering to UCP members rather than responding to the substantial changes and uncertainty caused by the COVID-19 pandemic. Other than a labour mobility bill, there was little mention of legislation or policy that would improve Albertans' access to health care or boost the economy, Gray said. "That lack of having that vision for Albertans, that lack of responding to the very real crisis that Albertans are going through is very concerning to members of the official Opposition," she said. The spring sitting of the legislature will begin Thursday with the tabling of the 2021-22 provincial budget. Nixon said he anticipates the government will introduce 18 or 19 bills before breaking for the summer.
