Milei faces test as Argentina's Congress votes on university funding
Argentina's lower house of Congress will vote on Wednesday on plans opposed by the government to hike funding for public universities, a ballot which will test the limits of libertarian President Javier Milei's legislative power. Milei in September vetoed a bill to update university funding in line with the country's triple-digit inflation rate, the world's highest. "We will insist on upholding the University Financing Law that this Congress voted in favor of and that society has demanded in mass," congresswoman Danya Tavala, a member of center-left opposition party UCR, wrote on social media platform X.

UK watchdogs weigh further easing of banker bonus rules, sources say
Britain's top financial regulators are preparing to consult on reforms to crisis-era rules governing deferred bonuses and clawbacks, sources said on Wednesday, as they weigh another rule change that may boost the competitiveness of the UK's banking sector. The Prudential Regulation Authority and the Financial Conduct Authority are reviewing rules that currently require senior managers to wait up to seven years before pocketing all of their variable pay, two sources familiar with the matter told Reuters. Supervisors designed the rules after the 2008 crisis, amid worries bumper pay packages could incentivise bankers and traders to take excessive risks that could collectively threaten the global financial system.

Milton threatens to upend shaky Florida homeowners insurance market
Hurricane Milton threatens to swamp Florida's troubled property-insurance market, potentially pushing prices higher and threatening coverage in a storm-prone region that already has the highest insurance costs in the nation. The mammoth storm, which analysts estimate could cause $60 billion to $100 billion in insured losses, is churning toward a state that has been shunned by national insurers, leaving residents to seek coverage in a market where commercial providers regularly fail or refuse to pay claims. "These are additional risks that, based on the fundamental principles of insurance, should not be present," said Martin Weiss, founder of the independent Weiss Ratings analysis firm.
