ROME — Italy’s 5-Star Movement suffered a second blow in a week Friday after it split with its co-founding partner that runs its “direct democracy” online platform allowing registered members to vote on key policy decisions. The 5-Stars vowed that its core ethos of having members make internal party decisions would continue even without the Rousseau platform. The Rousseau Association running the platform has complained for months that the party owed it a reported 450 million euros in back fees. The dispute comes at a moment of crisis for the 5-Stars, which was born as a protest, anti-establishment movement and swept to national power in the 2018 parliamentary elections that brought Giuseppe Conte to the premier’s office. Conte headed two governments, the first aligned with the right, the second with the left. But he was ousted in a power play in February and replaced by Mario Draghi, who is heading a government of national unity to steer Italy through the coronavirus pandemic. Conte has been designated as the next 5-Star chief in hopes of revitalizing a party that has been riven by divisions, expulsions and defections and, independent of the Rousseau debacle, now badly trails the centre-right and the centre-left in the polls. Rousseau is headed by Davide Casaleggio, whose father co-founded the 5-Star Movement along with comic Beppe Grillo. Rousseau has been fined several times over the years by Italy’s privacy watchdog for violating privacy rules and being vulnerable to hackers. In a statement Friday, the 5-Stars accused the Rousseau Association of taking on more political activism rather than remaining a neutral instrument at the service of the 5-Stars. Rousseau, for its part, insisted that it still represented the Movement’s mission but simply had run out of money to pay its staff. It said the platform would remain active, but drastically reduced. The divorce came just days after Conte made an unusual intervention, taking Grillo to task for having posted a Facebook video in which Grillo strongly defended his son, who is under investigation with three other young men for an alleged sexual assault against a 19-year-old. Grillo, who remains something of the beloved chairman and guarantor of the 5-Stars, insisted the encounter was consensual. Grillo’s video was blasted across the political spectrum and even from within the 5-Stars. Corriere della Sera analyst Masssimo Franco wrote this week that Grillo’s video was the final straw, “maybe the most painful and devastating” for the movement. “After the fights over Rousseau, the defections, the lack of direction and the stalled leadership of former Premier Giuseppe Conte, the Beppe Grillo case is the poisoned cherry on top of a cake that has already gone bad,” Franco wrote. The 5-Stars said they were taking all necessary measures to come up with alternative digital tools to continue the “direct democracy” experiment. The Rousseau Association said its decision to part ways was “painful but inevitable.” In a blog post on the 5-Star website, the group said it had tried for 15 months to negotiate a new partnership with the 5-Stars. But it said given the debts owed, its employees would now be let go. “Being together has to be a reciprocal choice and requires respect and the assumption of responsibility by both parties,” Rousseau said in the statement. “And this unfortunately didn’t happen.” Nicole Winfield, The Associated Press

VICTORIA — Non-essential travel is being restricted between three regional zones in British Columbia to try to curb the spread of COVID-19. The government is using the boundaries of three health authorities to prohibit travel between them. The three regional zones are: the Lower Mainland and Fraser Valley; Vancouver Island; and the northern and Interior regions. Solicitor General Mike Farnworth, who is also the minister of public safety, says the new orders are being brought in using the extraordinary powers of the Emergency Program Act. The order went into effect Friday and is to expire on May 25. "We know this virus needs people to transmit, and the people travelling outside of communities increases COVID-19's ability to spread," Farnworth told a news conference. "The surest path to the success of these measures is voluntary compliance. If a friend or family member is planning to break the rules, let them know that now is not the time to travel. Help spread the word." Farnworth said the restrictions are necessary to fight new variants of the COVID-19 virus that are infecting more people and causing a record number of hospitalizations. The order targets travel across regional zones for recreational purposes. It is OK to travel for essential reasons, including to attend school or work, transport commercial goods, return to a principal residence, get access to child care, use health care or assist someone in obtaining health care. Farnworth said the province is working with police to establish enforcement measures in the coming days, but officers will not be asked to do random checks and measures will be taken to limit the effect on racialized communities. The province said in a news release that it wants to establish periodic road checks at key points used for leisure travel to "discourage" people from travelling. Police will have discretion to issue $575 fines under the act. Earlier this week, the National Police Federation said it had "grave concerns" about police taking part in enforcing a COVID-19 ban on non-essential travel. The province is also looking at using signs on highways and increasing signage at the Alberta boundary to remind travellers of the restrictions. It plans to work with BC Ferries to "deter" non-essential travel bookings, and with those in the tourism and accommodation sectors to encourage them to decline bookings from outside their regional travel zones as well as to cancel existing bookings. BC Parks is to inform the public of the restrictions and refund bookings where it is necessary. In a statement, Farnworth said advice from provincial health officer Dr. Bonnie Henry also remains in effect — stay close to home. "Do not go to Whistler or Tofino — even on a day trip," he said. WILLOUGHBY HILLS, Ohio — Pittsburgh Steelers cornerback Justin Layne was arrested Friday in Ohio after police said they found a loaded gun in his car during an early morning traffic stop. Layne, 23, was arrested on a fourth-degree felony charge of improper handling of a firearm in a motor vehicle, Willoughby Hills police said. Police said they stopped Layne at about 1:20 a.m. when his Dodge Charger was going 89 mph in a 60 mph zone. A records check showed he was driving with a suspended license and he had an outstanding warrant for failure to appear on a traffic violation in another jurisdiction, police said. They said they searched the car after smelling marijuana and seeing loose particles of it scattered throughout the vehicle. That search revealed a loaded Glock pistol in the centre console, police said. They said Layne wasn’t a licensed conceal-carry permit holder in Ohio. Layne was arrested on the gun charge and cited on the related traffic violations. He was taken to the county jail to await arraignment. According to the police report, Layne acknowledged the gun was his and said he forgot it was there. Steelers spokesman Burt Lauten issued a statement that said: “We are aware of the incident but still gathering information. We will have no further comment at this time.” Layne played 16 games but made no starts last season for the Steelers, who selected him out of Michigan State in the third round of the 2019 draft. PICTOU, N.S. — A Nova Scotia man who shot a young, Black co-worker with a nail gun received a conditional sentence on Friday from a judge who cited the province's history of racism in his decision.Provincial court Judge Del Atwood said construction worker Shawn Wade Hynes will serve his 18-month sentence in the community and carry out community service with a focus on respect in the workplace. Atwood ordered him to pay $2,080 in restitution to the victim, Nhlanhla Dlamini, and gave Hynes one year probation.The Trenton, N.S., resident was convicted of criminal negligence causing bodily harm and assault with a weapon in September 2019 for shooting Dlamini — who is in his 20s — with a framing nailer at a construction site in Abercrombie, N.S., on Sept. 19, 2018.Dlamini suffered a punctured lung from the 3.5-inch nail, was hospitalized for four days and was unable to work for more than a month.Atwood noted in his sentence of Hynes, who is white, that "anti-Black discrimination is a historic fact that is continuing." The judge said he believed the 45-year-old veteran worker viewed the young man — whose family is from South Africa — as "someone lesser, someone vulnerable." In addition, Atwood said the incident caused the wider African Nova Scotian community "to relive historic trauma.""Violence of this nature in the workplace operates to perpetuate structures of inequality in access to employment for communities that have experienced generations of formal and informal discrimination," said Atwood, who delivered the sentence in Pictou, in northeastern Nova Scotia."These injustices have gone on for generations and are continuing."The defence had argued for a suspended sentence and probation, saying that Hynes had suffered a great deal from negative publicity, that his actions were out of character and that he had never committed an offence before.The judge acknowledged those factors, but said they had to be weighed against "the unequivocal need for denunciation" of Hynes's actions.Under the terms of his conditional sentence, Hynes is required to remain on his property in Trenton, but is allowed to continue working, attend medical clinics, meet with his probation supervisor, attend to personal needs for five hours each week, and carry out his community work.According to the judge's sentencing statement, Hynes has returned to work after taking seven weeks of stress leave following his conviction.— By Michael Tutton in Halifax.This report by The Canadian Press was first published April 23, 2021.
