Many hospitals in China have stopped offering newborn delivery services this year, state-backed news outlet Daily Economic News reported, with industry experts warning of an "obstetric winter" due to declining demand amid a record drop in new births. Hospitals in various provinces including in eastern Zhejiang and southern Jiangxi have in the past two months announced that they will close their obstetric departments, according to notices viewed by Reuters. The Fifth People's Hospital of Ganzhou City in Jiangxi said on its official WeChat account that obstetric services would be suspended from March 11.

Armenian Prime Minister Nikol Pashinyan said that Armenia may face a war with Azerbaijan if it does not compromise with Baku on returning some strategic Azerbaijani territories that Armenia has controlled since the early 1990s. The killing of a 13-year old boy in northern China last week, for which three boys are in police custody, has triggered a heated discussion in the media on juvenile crime and the plight of children left at home by migrant workers. Police arrested three boys and took them into custody after they allegedly bullied and killed the junior high school student in the small city of Handan on March 10, and then buried him in a shallow pit, state media reported. Local police are investigating the case as a homicide and have set up a team of more than 60 people to probe the case, state media broadcaster CCTV News reported.

The European Central Bank will be in position to discuss an interest rate cut in June, Vice President Luis de Guindos said on Tuesday, joining a long list of policymakers putting the June 6 meeting on the table for a potential start of policy easing. ECB President Christine Lagarde earlier this month said the bank was just beginning to discuss whether to dial back interest rates given a comforting fall in inflation and policymakers on both the hawkish and dovish side of the spectrum have endorsed that timeline. Market investors are somewhat sceptical, however, and a cut is fully priced in only by July as concerns are growing that the U.S. Federal Reserve could delay its initial move and the ECB would be hesitant to move on its own.

Swiss investment firm Partners Group reported flat annual profit for 2023 on Tuesday as it saw a more cautious exit environment, and proposed an increased dividend of 39 Swiss francs per share. The firm reported a profit of 1.003 billion Swiss francs ($1.13 billion) compared to 1.005 billion in 2022, in line with a 4% revenue increase which it said was negatively impacted by foreign exchange effects. Partners Group also reaffirmed its guidance in January, where it said it expects to raise $20 billion to $25 billion this year amid a normalization of the investment environment and strong interest in its solutions and offerings.
