Singapore PR charged for allegedly breaching SHN twice to spend time with wife in car

SINGAPORE — A man who allegedly met his wife while serving his Stay-Home Notice (SHN), and spent hours in the car with her, was charged in the State Courts on Friday (5 March).

Bai Fan, a 38-year-old United States citizen and Singapore permanent resident, had arrived in Singapore on 19 September last year from China after transiting in Hong Kong, according to an Immigration and Checkpoints Authority (ICA) release.

He was brought to a hotel in the City Hall area to serve an SHN from 19 September to 3 October. However, he left the hotel on 19 and 20 September to meet his wife, who is also a Singapore permanent resident but was not on SHN, according to the ICA.

On 19 September, Bai's wife allegedly picked him up from the hotel and the couple spent about 1hr 40min together in the car in the vicinity. He was charged with one count of breaching the Infectious Diseases (COVID-19 – Stay Orders) Regulations 2020 from 7.46pm to 9.26pm on this day.

The next day, his wife again picked him up and they spent about five hours in the car, first in the vicinity and later in a carpark nearby, said the ICA.

For this alleged incident, he was charged with another count of the same breach from 7.05pm on 20 September to 12.08am on 21 September.

Bai will return to court on 26 March.

The ICA said that those who fail to comply with the SHN, including those who tamper with and/or remove the electronic monitoring device during the SHN period, will be liable to prosecution.

If convicted, Bai may be jailed up to six months and/or fined up to $10,000. ICA added that foreigners may face further administrative actions by ICA and/or Ministry of Manpower, such as revoking, or shortening the validity of permits and passes to remain/work in Singapore.
