Shell Convent, Louisiana, refinery workers get severance package details - sources

HOUSTON (Reuters) - Hourly employees at Royal Dutch Shell Plc’s Convent, Louisiana, refinery, scheduled for permanent closure as early as next week, received details this week of the severance package negotiated by their union and Shell, three people familiar with the agreement said on Friday.

Shell said on Nov. 5 it was closing the refinery after failing to find a buyer for the plant, which has been hit hard by crushed demand in the COVID-19 pandemic. A spokesman did not immediately reply to a request for comment on the agreement.

Shell put the Convent refinery up for sale in July, and was quick to pull the trigger on the closure, the sources said. Shell’s Anacortes, Washington, refinery and Saraland, Alabama, chemical plant, are still operating even though both have been for sale of a longer period of time, the sources said.

The Anacortes refinery has been on the market since at least January.

The United Steelworkers union (USW) and Shell agreed that employees will be paid three weeks for every year of service with a minimum of 12 weeks and a maximum of 78 weeks, the sources said. That offers an extra week of pay per year of service than other refiners which closed plants this year provided, two of the sources said.

About 350 workers are represented by the Steelworkers and can receive the package, they said.

The package for unionized workers is similar to what Shell salaried employees are being offered, they said. The number of salaried and hourly staff is about equal, the sources said. Another 400 contractors work at the Convent refinery.

The dismissed hourly workers can apply for jobs at Shell’s Norco, Louisiana, refinery and Geismar, Louisiana, chemical plant. Some workers will remain to clean up the refinery and some could work at the site into the third quarter of next year, the sources said.

Shell plans to continue seeking a buyer for the refinery.

With the race rescheduled from Sunday, temperatures were significantly lower than in previous days, making for an icier surface full of bumps. Kriechmayr mastered the difficult conditions for his seventh career victory, but first of the season. “It was a good run. It wasn’t without mistakes but I was pretty much on the limit,” the Austrian said. “I wanted to come down without compromises.     WASHINGTON — The elite Russian hackers who gained access to computer systems of federal agencies last year didn't need to painstakingly break one-by-one into the networks of each department in order to cause havoc. Instead, they got inside by sneaking malicious code into a software update pushed out to thousands of government agencies and private companies. That hackers were able to exploit vulnerabilities in the supply chain to launch a massive intelligence gathering operation wasn't especially surprising. U.S. officials and cybersecurity experts have sounded the alarm for years about a problem that has caused havoc, including billions of dollars in financial losses, while also defying easy solutions from the government and private sector. “We’re going to have to wrap our arms around the supply-chain threat and find the solution, not only for us here in America as the leading economy in the world, but for the planet,” William Evanina, who resigned last week as the U.S. government's chief counterintelligence official, said in an interview. “We’re going to have to find a way to make sure that we in the future can have a zero-risk posture, and trust our suppliers.” In general terms, a supply chain refers to the network of people and companies involved in the development of a particular product, not dissimilar to a home construction project that relies on a contractor and a web of subcontractors. The sheer number of steps in that process, from design to manufacture to distribution, and the different entities involved give a hacker looking to infiltrate businesses, agencies and infrastructure numerous points of entry. That can mean no single company or executive bears sole responsibility for protecting an entire industry supply chain. And even if most vendors in the chain are secure, a single point of vulnerability can be all that foreign government hackers need. In practical terms, homeowners who construct a fortress-like mansion can nonetheless find themselves victimized by an alarm system that was compromised before it was installed. The most recent case targeting federal agencies involved Russian government hackers who are believed to have inserted malicious code into popular software that monitors computer networks of businesses and governments. That product is made by a Texas-based company called SolarWinds that has thousands of customers in the federal government and private sector. The malware gave hackers remote access to the networks of multiple agencies. Among those known to have been affected are the departments of Commerce, Treasury and Justice. For hackers, the business model of directly targeting a supply chain is sensible. “If you want to breach 30 companies on Wall Street, why breach 30 companies on Wall Street (individually) when you can go to the server — the warehouse, the cloud — where all those companies hold their data? It's just smarter, more effective, more efficient to do that,” Evanina said. Though President Donald Trump showed little personal interest in cybersecurity, even firing the head of the Department of Homeland Security's cybersecurity agency just weeks before the Russian hack was revealed, President Joe Biden has said he will make it a priority and will impose costs on adversaries who carry out attacks. Supply chain protection will presumably be a key part of those efforts, and there is clearly work to be done. A Government Accountability Office report from December said a review of 23 agencies' protocols for assessing and managing supply chain risks found that only a few had implemented each of seven “foundational practices” and 14 had implemented none. U.S. officials say the responsibility can't fall to the government alone and must involve co-ordination with private industry. But the government has tried to take steps, including through executive orders and rules. A provision of the National Defence Authorization Act for fiscal year 2019 barred federal agencies from contracting with companies that use goods or services from five Chinese companies, including Huawei. The government's formal counterintelligence strategy for 2020 to 2022 made reducing threats to key U.S. supply chains one of five core pillars. Perhaps the best-known supply chain intrusion before SolarWinds is the NotPetya attack in which malicious code found to have been planted by Russian military hackers was unleashed through an automatic update of Ukrainian tax-preparation software, called MeDoc. That malware infected its customers, and the attack overall caused more than $10 billion in damage globally. The Justice Department in September charged five Chinese hackers who it said had compromised software providers and then modified source code to allow for further hacks of the providers’ customers. In 2018, the department announced a similar case against two Chinese hackers accused of breaking into cloud service providers and injecting malicious software. “Anyone surprised by SolarWinds hasn't been paying attention,” said Rep. Jim Langevin, a Rhode Island Democrat and member of the Cyberspace Solarium Commission, a bipartisan group that issued a white paper calling for the protection of the supply chain through better intelligence and information sharing. Part of the appeal of a supply chain attack for hackers is that it’s “low-hanging fruit,” with the U.S. often not appreciating or understanding how dispersed its networks actually are, said Brandon Valeriano, a cybersecurity expert at the Marine Corps University and a senior adviser to the solarium commission. “The problem is we basically don’t know what we’re eating.” Valeriano said. “And sometimes it comes out later that we choke on something." ___ Associated Press writer Frank Bajak in Boston contributed to this report. ___ Follow Eric Tucker on Twitter at http://www.twitter.com/etuckerAP.     BRUSSELS — The European Union's executive body proposed Monday that the bloc's 27 nations impose more travel restrictions to counter the worrying spread of new coronavirus variants but make sure to keep goods and workers moving across EU borders. Amid concerns related to the production and delivery of COVID-19 vaccines, the European commission urged EU nations to reinforce testing and quarantine measures for travellers as virus mutations that are more transmissible threaten to overwhelm European hospitals with new cases. More than 400,000 EU citizens have already died from the virus since the pandemic first hit Europe last year. “The start of the EU vaccination campaign kicked off the beginning of the end of the pandemic," EU Justice commissioner Didier Reynders said. “At the same time, new, more transmissible variants of the virus have surfaced. There is currently a very high number of new infections across many member states. And there is an urgent need to reduce the risk of travel-related infections to lessen the burden on overstretched healthcare systems." Among the new measures, which need to be approved by EU nations before taking effect, is the addition of a new “dark red" colour to the EU's weekly map of infections. Reynders said this new colour highlights areas where the rate of new confirmed infections in the last 14 days is 500 or more per 100,000 inhabitants. He said between 10 and 20 EU countries would already see that colour on all or part of their territory if it was in effect now. “We also think it is necessary for essential travellers arriving from dark red areas to get tested before travelling and to undergo quarantine, unless these measures would have a disproportionate impact on the exercise of their essential function," Reynders said. Since the discovery of the new virus variants, several EU countries have already reinforced their lockdown measures. Belgium has introduced a ban on all nonessential travels for its residents until March, while France could soon start a third lockdown if a stringent 12-hour daily curfew already in place can't slow down the spread of new infections. “We are suggesting stricter measures for dark red areas, because we must recognize the high level of cases," Reynders said. Insisting that all non-essential travel is “strongly discouraged," the commission repeated the need to keep the single market functioning so workers and goods can continue to cross borders smoothly, “Border closures will not help, common measures will,” Reynders said. The commission also proposed that travellers from outside the EU should face mandatory coronavirus testing before they depart, tests once they arrive, mandatory quarantines for up to 14 days and hand over data for contact tracing.
