A Sacramento man’s death investigation led to five arrests in Butte County, which included charges of illegal marijuana cultivation and unlawfully disposing of human remains. On Sept. 11, deputies found a vehicle with no license plates parked in a rural area of Forbestown Road in Oroville. Deputies then found a body in the back seat that was later identified as 33-year-old Melvin Garcia-Vargas, of Sacramento, the sheriff’s office said.
