Most buses stopped running in North Macedonia's capital Thursday because of the indebted operator's problems procuring fuel, stranding thousands of commuters and disrupting services and businesses. Buses began going out of service late Wednesday and only a few routes were operating early Thursday in Skopje, home to more than a third of the country’s 1.8 million residents. The heavily indebted city transportation operator's inability to procure fuel is rooted in a conflict between the city and national governments, both dominated by the country's conservative party.

A woman told police that she was sexually assaulted in 2017 by Pete Hegseth after he took her phone, blocked the door to a California hotel room and refused to let her leave, according to a detailed investigative report made public late Wednesday. Hegseth, a former Fox News personality and President-elect Donald Trump’s nominee to be defense secretary, told police at the time that the encounter had been consensual and denied any wrongdoing, the report said. News of the allegations surfaced last week when local officials released a brief statement confirming that a woman had accused Hegseth of sexual assault in October 2017 after he had spoken at a Republican women’s event in Monterey.

China's Baidu says advertisers still subdued as revenue falls 3%
(Reuters) -China's Baidu on Thursday said it had not yet seen any notable improvement in advertising spending patterns or consumer spending despite recent government stimulus efforts, as it reported a 3% fall in third-quarter revenue. The operator of China's largest search engine relies on online advertising for more than half of its revenue, making it highly sensitive to the slowing economy and weak consumption that has pressured businesses, especially small and mid-sized enterprises, to curb advertising spend. Chinese policymakers have in recent months unveiled a number of measures to try and pull the world's second largest economy out of its deflationary funk and Baidu said it believed it would still take some time for the measures to reach offline merchants.

Russia's central banker in charge of digital payments system resigns
The Russian central bank's First Deputy Governor Olga Skorobogatova, who was in charge of the regulator's digital projects including the digital rouble and the domestic payments system, has resigned, the bank said on Thursday. Skorobogatova, a former executive at the Russian arm of France's Societe General, joined the central bank in 2014. The central bank stressed that digital infrastructure, created by Skorobogatova, helped the Russian financial sector withstand Western sanctions imposed after the start of the military action in Ukraine in 2022.
