A regular meeting of the Council of the RM of Fish Creek No. 402 was held on July 12, 2022, in Council Chambers located at 121 Main Street, Wakaw, SK with the following members of council in attendance: Deputy Reeve Terry Yuzik, and Councillors Lawrence Sosnowski, Peter Roslinski, and Maurice Werezak along with CAO Melissa Dieno. Councillors Corey Venne and Chris Dutchak were absent. Deputy Reeve Yuzik called the meeting to order at 8:12 am. Cllr. Werezak moved that the agenda be accepted as amended. Crd.
With the reading of the minutes of the June meeting, Cllr. Roslinski moved that the minutes of the June 15, 2022, regular Council meeting be accepted as presented. Crd.
Next on the agenda was the presentation of the financial statements. Cllr. Sosnowski moved that the June 2022 Statement of Financial Activities be accepted as presented. Crd. Moving on, CAO Dieno shared the correspondence that had been received since the last meeting, namely: the June edition of The Rural Sheaf; June 21 & 28 Weekly Policy Bulletin; the quarterly Wapiti Regional library newsletter; Prairie Watershed Climate Program; 2022 Channel Clearing Program from the Water Security Agency; and from SARM regarding the Midterm Convention Nov 16-17, 2022 in Saskatoon. Cllr. Sosnowski moved that the correspondence having been circulated now be filed. Crd. With the list of accounts payable having been presented to Council, Cllr. Werezak moved that the June 2022 Accounts Payable in the amount of $114,033.27 be accepted as presented. Crd.
Foreman Burkart entered chambers at 8:05 am to give his report and exited at 9:30 am.
Cllr. Roslinski moved that any municipal ditches being salvaged for hay, must have the bales picked by August 15 of any year. Crd.
The reports from administration, council, and the foreman were given and Cllr. Roslinski moved that Council accept the reports from Council, Foreman and the CAO as presented. Crd.
Moving on to new business, Cllr Sosnowski moved that Bylaw No. 03/22, a Bylaw to enter into a District Planning Agreement with the Town of Wakaw be given its first reading. Crd. Cllr. Roslinski moved that Bylaw No. 03/22 be given its second reading. Crd. Cllr. Werezak moved that Council agrees to have Bylaw 03/22 be presented for the third reading at this meeting. Crd Unanimously. Cllr. Sosnowski moved that Bylaw 03/22 be given third reading, signed, sealed and brought into effect on this date. Crd.
Following the June 20 hailstorm the building owned by the RM at 229 1st Street South received damage to the shingles. Cllr. Roslinski moved that CAO Dieno get a minimum of 2 quotes from local contractors to have the shingles replaced on the RM office building at 229 1st Street S as shingles are aging and had hail damage from the June 20, 2022, storm that went through Wakaw. Crd.
Cllr. Werezak moved that Council accept the quote for audit services from Jensen Stromburg of Saskatoon, SK in the amount of$6,900.00 plus tax for the 2022 municipal audit. Crd.
Cllr. Roslinski moved that Council approve the 2022 Budget as presented and that a copy of it be attached to the minutes. Crd. Further to the budget, Cllr. Sosnowski moved that Bylaw 04/22, a Bylaw to Establish the Mill Rate Factor, be introduced and given its first reading. Crd. Cllr. Roslinski moved that Bylaw 04/22, be given its second reading. Crd. Cllr. Werezak moved that Bylaw 04/22, a Bylaw to Establish a Mill Rate Factor, be given all three readings at one meeting. Crd. Unanimously. Cllr. Sosnowski moved that Bylaw 04/22 be read a third time, signed, sealed and brought into effect. Crd.
Cllr. Sosnowski moved that the area along Grid 777 that was clay capped in 2021, specifically by Leah Goertz’s property, we permit her to broadcast seed in the municipal right of way and that we reimburse her for the cost of the grass seed. Crd.
Cllr. Werezak moved that Council approve the Building Prmit 3/22 for Carl & Laurae Woldringh Lot 6 NE 23-41-28 W2. Crd. Cllr. Werezak moved that Council approve Development Permit 4/22 for Carl & Laurae Woldringh Lot 6 NE 23-41-28 W2. Crd.
Cllr. Sosnowski moved that Council approve the form developed by CAO Dieno that gives the RM permission to remove clay. Crd.
Cllr. Roslinski moved that Council recognize Foreman Burkart’s completion of his probation on July 12, 2022. Crd.
Cllr. Roslinski moved that the meeting adjourn at 12:00 pm to meet agasin on Tuesday August 9, 2022 at 8:00 am. Crd.
