Kentucky will use a lottery system to award an initial round of licenses to businesses competing to participate in the state's startup medical cannabis program, Gov. Andy Beshear announced Thursday. The governor called it a fair way to give each applicant that clears the screening process an opportunity to land a license for the program, which launches statewide at the start of 2025. The lottery, set for October, should remove any temptation to lobby in an effort to “get a leg up in different ways that we don’t want to see,” Beshear said at his weekly news conference.

A local man is being charged with first degree murder. According to St. Pete Police, 28-year-old, Devin Hansen shot his wife and then chased after the ambulance that she was in. "As I was going to bed all of a sudden there all these lights flickering through the windows, so I come out and all my neighbors are out and we are all looking down the block and we see four or five cop cars," said Dorothy Lehner, who lives in St. Pete. A phone call to Baltimore County police led to the arrest of an 18-year-old Montgomery County high school student. The student is charged with threats of mass violence, and authorities said it took several agencies working together to make the arrest, including the FBI. In a joint investigation with the FBI, Montgomery County police said they discovered a manifesto written by Andrea Ye, 18, of Rockville, whose preferred name is Alex Ye. Authorities said the writing was about committing mass shootings at two Rockville schools: Wootton High School, which Ye had attended online, and Lakewood Elementary School, which Ye attended.
