LOS ANGELES — With many small businesses struggling to hold on during the coronavirus pandemic, Issa Rae believes now is the time to support independent stores more than ever.The creator and star of HBO series “Insecure” strongly encourages people to shop locally as part of Small Business Saturday, a couple days after Thanksgiving. She said the initiative created by American Express, for which she is a a compensated endorser, can help give an extra push during the holidays to small businesses who have gone into survival mode.Rae said using “word of mouth” and tagging a business on social media tremendously helps.“Survival is on the line,” the Emmy-nominated actor said in a recent interview. “You’re seeing the pandemic shut down so many businesses and businesses are struggling. I think now is the best time to shoutout some of the places that literally need you to keep their doors open.”While growing up, Rae learned the importance of shopping at small businesses from her grandparents and mother while living in Inglewood, California. As a child, she initially wanted to shop the popular brands, but ultimately saw the value of spending her own dollars in her neighbourhood as she grew older.“For some reason in my mind, it was ingrained that these businesses weren’t good enough because they didn’t have the means to advertise on television," she said. “I felt like we were getting the low brand version of what I really wanted. But as I grew up, I realized — while embracing my neighbourhood — how harmful that perspective was.”On Saturday, Rae will be purchasing products from a few Black-owned businesses including Queen Boutique in Los Angeles. The actor also became a partner and co-owner of a coffee shop called Hilltop Coffee and Kitchen in Inglewood last year.So far, during the pandemic, Rae has watched several businesses close down, which she says “breaks my heart."“These are the people within our community,” she said. “These are the people who are thinking of us first. The U.S. Transportation Department on Friday said it was issuing final rules sought by U.S. airlines to clarify how it defines prohibited unfair or deceptive practices by airlines or ticket agents. Representative Katie Porter said in July that the rule would "weaken enforcement of airline passenger protections." The Transportation Department argues the new rules provide "greater transparency and predictability on how the department conducts its aviation consumer protection rulemaking and enforcement activities."

Burkina Faso's main opposition leader has conceded defeat in Sunday's presidential election after initial results showed a comfortable victory for President Roch Kabore, ending a dispute in which opponents said election fraud was committed. Former Finance Minister Zephirin Diabre met Kabore on Friday night to congratulate him, Kabore said in a post on Twitter. It leaves Kabore free to tackle major challenges facing the landlocked West African country, including fighting Islamist groups that have killed more than 2,000 people in attacks this year and made large areas of the North and East ungovernable.
Four more Saskatchewan residents who tested positive for COVID-19 have died. The latest deaths, announced Friday, bring the total number of COVID-19-related deaths in the province to 44.Three of the deaths involved people in the 80 and over age group, from the north central, Regina and southeast zones. The fourth death involved a person in their 70s from the south central zone.The province also reported 329 new cases of COVID-19 on Friday, 3,263 of which are considered active. Saskatoon is the hot spot, with 158 new cases. That zone now has over 1,000 active cases. Regina reported 61 new cases, while there were 23 in the northwest, 21 in the north central zone, 16 in the southwest, 14 in the southeast, 11 in the central east, eight in the far northwest, six in the central west, and four in the far northeast zone.The northeast and south central zones each reported one new case, while the location of the remaining five new cases is pending.Four previously announced cases with pending residence information have been assigned to the north central zone, the province said in its Friday update.The seven-day average of daily new cases is 268 per day — a rate of 22.1 new cases per population of 100,000 people. The province says 208 more people have recovered from COVID-19, bringing the total recoveries in the province to 4,384.There are now 111 people in hospital with the illness, 95 of whom are receiving in-patient care.That includes 32 receiving in-patient care in Saskatoon, 20 in the southeast zone, 16 in Regina, 12 in the north central zone, and eight in the northwest.There are two patients in each of the central east and southwest zones, and the far northwest, northeast and south central zones each have one COVID-19 patient.Of the 16 people in intensive care, 11 are in Saskatoon, three are in Regina, one is in the northwest and one is in the southwest.Rapid testingThe province announced Friday that new rapid point of care testing units are being rolled out in a pilot program for hospitals in Regina, Saskatoon, Prince Albert and Moose Jaw, as well as mobile testing locations.The testing produces results in 15 minutes and can quickly determine status of an asymptomatic person, the province says.It says the testing option will assist with hospital admissions, and discharges to a long-term-care facility. A rapid antigen test pilot project is also being rolled out to participating long-term care and personal care homes, and to congregate living settings. The province says results from those tests are also available in 15 minutes, and can be used for recurrent screening of staff and residents. All rapid positive tests will be presumed positive and will need to be confirmed by a laboratory test for the time being, according to the province.New restrictionsUnder new provincial rules announced earlier in the week, as of Friday, sports competition is suspended and gatherings at restaurants are being further limited.Limits on private gatherings, such as weddings and funerals, along with places of worship have also come into effect. No more than four people are allowed to sit together at a table at a restaurant, and tables will need to be separated by three metres unless there are "impermeable barriers" between them, in which case they can be placed two metres apart.Restaurants also need to keep information about guests or patrons.All team sports and group activities are suspended, but athletes and dancers 18 years old or under may keep practising in groups of eight or fewer if they use masks and are physically distanced. Fitness activities in groups of eight or fewer are still allowed, with conditions.All places of worship must reduce capacity to no more than 30 people, and no food or drink can be served. Mandatory non-medical masking is being extended to apply to all students, employees and visitors at schools. All employees and visitors in common areas in businesses and workplaces, even where the public does not have access, also have to wear a mask.All residents, employees and visitors in all common areas in provincial and municipal correctional facilities also have to wear a mask.Capacity is restricted to 30 people at casinos, bingo halls, arenas, live theatres, movie theatres, performing arts venues and other facilities, where capacity was previously 150 people.Indoor gatherings such as banquets, weddings, funerals, conferences will also have a limit of 30 people, and food and beverage service is prohibited.The limit for private indoor gatherings will remain at five but the province said "gatherings of any size beyond your immediate household are strongly discouraged at this time."What's yours? MONTREAL — The Montreal Impact have elected to hang on to some of the club's top talent, including striker Romell Quioto and goalkeeper Clement Diop, but are parting ways with midfielder Bojan Krkic. The club announced Friday that it has exercised options for 10 players on its roster. In addition to Quioto and Diop, the Impact are keeping goalies James Pantemis and Jonathan Sirois, defender Karifa Yao, midfielders Clement Bayiha, Mathiew Choiniere, Tomas Giraldo and Amar Sejdic, and forward Mason Toye. Montreal previously extended loans for defender Luis Binks and midfielder Lassi Lappalainen through 2021. The club did not exercise options on four players, including Krkic, midfielders Steeven Saba and Shamit Shome, and forward Anthony Jackson-Hamel. Four other players will not return as their deals have ended. Contracts for defenders Rod Fanni, Jukka Raitala and Jorge Corrales will all end at the end of December, as will a loan agreement for midfielder Orji Okwonkwo. The moves come after the Impact finished the regular season with a 8-13-2 record, good for ninth spot in Major League Soccer's Eastern Conference. MONTREAL — Officials at Montreal's Ecomuseum Zoo are pleading for whoever stole their bird, a raven named Kola who doesn't fly very well and has chronic health issues, to bring him back. The person or people who broke into the rear of the property late Monday or early Tuesday didn't harm or steal any other animal, leaving executive director David Rodrigue stumped as to why they took Kola. A hole was cut into Kola's aviary, either to steal him or to allow him to flee, Rodrigue said, adding that the act could have been a misguided attempt at activism. "I really have a hard time understanding why it could happen — why here?," he said in an interview Friday. "Just bring him back so we can ensure his well-being." Kola, who arrived from a rehab centre four years ago, requires medication and specialized food preparation, doesn't fly well and is unlikely to survive without proper care, Rodrigue said. If Kola was "freed" then he's probably not alive, he added. "This will most likely be a death sentence for Kola." Aside from chronic health issues, he had a broken wing and couldn't be returned to the wild after the rehab stint because it didn't heal properly, Rodrigue said. "In his case, he can't fly well or far and if he was left to go out, he wouldn't make it very long or very far," he said. "He would probably not live very long in someone else's care and that's really what we've been trying to say." Rodrigue said the animals who live at the zoo are all non-releasable, adding that his refuge takes in a lot of animals who are from rehab centres, have disabilities or who were born in captivity.
