U.S. Secretary of State Antony Blinken is in Rwanda, the last stop on his three-nation tour of Africa where he has articulated Washington's new strategy for engaging with sub-Saharan African nations as “equal partners.” Blinken comes to Rwanda at a particularly difficult time for Africa's Great Lakes region, with the small central African nation at odds with vast neighbor Congo over allegations that both governments support rebels opposed to each other. In a meeting on Thursday with Rwandan President Paul Kagame, Blinken is expected to discuss efforts to ease the tensions.
Georgia GOP Gov. Brian Kemp will unfurl his first major policy proposals of his reelection bid Thursday, pledging another state income tax rebate and revival of a long-dormant state property tax break while contending with Democratic challenger Stacey Abrams over who's best for the state's economy. After Abrams argued this week that “miserly” Republicans are denying basic services and ignoring inequities in pursuit of low spending and tax cuts for the rich, Kemp started swinging at Abrams as he celebrated record-high economic development numbers Wednesday. “If anyone wants to suggest we aren’t delivering on jobs and opportunities for everyone in this state, they should get their facts straight before commenting on things that they simply do not understand,” Kemp said.

Siemens reported better-than-expected revenues for its third quarter on Thursday as a writedown at Siemens Energy pushed the engineering and technology group into the red for the first time in nearly 12 years.
