The U.S. state of New Mexico on Tuesday used the COP28 talks in Dubai to announce a plan to divert wastewater from the oil and gas industry to water-intensive clean energy projects such as electric vehicle and solar manufacturing. New Mexico is the second-biggest oil and gas producing state, behind Texas, and it brings enormous amounts of water to the surface, most of which is put back underground, as it produces oil and gas. Diverting some of the water to manufacturing could take pressure off the arid state's dwindling water supplies, and also relieve its reinjection wells, which researchers say are at risk of filling and triggering earthquakes.

NCAA President Charlie Baker wants to create a new tier of Division I where schools with the most athletic resources can offer unlimited educational benefits, enter into name, image and likeness partnerships with athletes and directly pay them through a trust fund. In a letter sent Tuesday to more than 350 Division I schools, Baker told members that the disparity in resources between the wealthiest schools in the Football Bowl Subdivision and other DI members — along with the hundreds of Division II and III schools — is creating “a new series of challenges.” “The challenges are competitive as well as financial and are complicated further by the intersection of name, image and likeness opportunities for student-athletes and the arrival of the Transfer Portal,” Baker wrote.

Paraguay and Brazil launched dozens of raids across the two countries on Tuesday to seize weapons sent from Europe to be sold to Brazil's largest criminal groups. An investigation uncovered "a complex and multi-million-dollar illicit firearms trafficking network from Europe to South America," Brazil's federal police said. According to officials in Paraguay, a business there was responsible for importing the weapons from Croatia, Slovenia and the Czech Republic.
