Scotland's leader cancelled a speech Friday as he fights for his political life in the wake of his decision to pull the plug on a three-year power-sharing agreement, a move that has exposed the government to peril. First Minister Humza Yousaf of the Scottish National Party was due to deliver a major speech on Scotland's independence from the U.K., but that has been cancelled following the furor surrounding his decision to tear up the power-sharing deal with the much smaller Greens on Thursday. Without the support of the Greens, the SNP is two seats shy of a majority of lawmakers in the Scottish Parliament, meaning it can only get legislation and its budget through with the support of other parties.

Russia to raise risk premiums on unsecured consumer loans from July
Russia's central bank on Friday said it would raise risk premiums on unsecured consumer loans from July 1 in an effort to reduce citizens' debt burdens and increase stability in the banking sector should consumer loan losses increase. "Unsecured consumer lending has sped up," the central bank said in a statement as it held interest rates at 16% on Friday, raising its inflation forecast for 2024 and acknowledging for the first time that it may struggle to reach its 4% target this year. Consumer loan arrears are growing quickly, the bank said, with the increase in March at 1.8%, compared with a 0.9% increase in February and January.

UK police charge five men with national security offences linked to Russia
British police said on Friday five men, including a British national, have been charged in relation to alleged hostile state activity intended to benefit Russia. Dylan Earl, 20, appeared in a London court on Saturday charged with two offences under the National Security Act in relation to "activity likely to benefit Russia", according to court records. Earl was also charged with arson in relation to a commercial premises in London.

Euro zone bond yields dropped on Friday ahead of ever-important U.S. inflation data, but were still set for a second week of increases in a row as traders continued to grapple with when, and how, quickly global central banks will start cutting rates. German 10-year bond yield, the benchmark for the euro zone bloc, fell 1.9 basis points to 2.61%, but is set for a weekly rise of 10 bps. The euro zone benchmark touched a five-month high of 2.32% early in the session.
