Ukraine's central bank lowers key rate to 13.5% in second consecutive cut
Ukraine's central bank lowered its main interest rate to 13.5% from 14.5% on Thursday to support the wartime economy, but said it had cut its 2024 GDP forecast to 3% from 3.6% due to Russian air strikes on the energy system. The central bank said it saw room to further ease its main interest rate after long-delayed U.S. aid was finally approved this week with inflation in Ukraine lower than initially forecast so far this year. "The course of the full-scale war continues to be the key risk to inflation dynamics and economic development," the central bank said.

Scottish National Party ends 3-year power-sharing deal with Greens after climate change dispute
The Scottish National Party brought an end to its three-year power-sharing agreement with the much smaller Greens on Thursday after tensions grew between the two pro-independence parties over climate change policies. Humza Yousaf, Scotland's first minister, informed the Greens he was terminating 2001's Bute House Agreement, which was signed by his predecessor Nicola Sturgeon, with immediate effect. The move means Green co-leaders Lorna Slater and Patrick Harvie are no longer part of the Scottish government, and that the SNP will be operating as a minority administration.

Tennessee Passes Bill Allowing Teachers to Carry Guns
The Tennessee House of Representatives passed the bill by a vote of 68-28 on April 23, CBS News reports. The legislation would grant some teachers and staff the right to carry concealed handguns at public schools. The bill will now be sent to Republican Gov. Bill Lee to either sign or veto.

Mexican cement-maker Cemex reported a 13% increase in first-quarter net profit on Thursday, bolstered by lower taxes and less exposure to financial derivatives, although its operating earnings declined. The firm, one of the world's largest cement producers, posted a net profit of $254.4 million, beating analysts' estimate of $218.2 million as per LSEG data. Revenue inched up 3% year-over-year to $4.14 billion, just shy of analysts' estimate of $4.19 billion, despite volumes falling in all of its product segments.

DR Congo presses Apple over minerals supply chain, lawyers say
Democratic Republic of Congo is pushing Apple Inc for information about its supply chain over concerns it may be tainted with conflict minerals sourced from the country, international lawyers engaged by Congo said on Thursday. Congo, particularly its eastern region, has been plagued by violence since the 1990s, killing millions as struggles over national identity, ethnicity, and resources saw neighbouring countries invade and a myriad of armed groups spring up. Conflict has arisen over the control of illicit trade in tin and gold as well as in coltan and tantalum - widely used in cell phones and computers - all mined in Congo before being smuggled out through neighbouring Rwanda, Uganda and Burundi.

Ukraine is putting pressure on fighting-age men outside the country as it tries to replenish forces
Ukraine worked Thursday to get much-needed new supplies of weapons and ammunition from a huge U.S. aid package to its eastern front line, where Russia was pressing forward with its efforts to take ground from outnumbered and outgunned troops. Ukraine is also seeking to reverse the drain of potential soldiers from the country, announcing that men of conscription age will no longer be able to renew their passports from outside the country. The Cabinet of Ministers said Wednesday that men between 18 and 60 who are deemed fit for miliary service will only be able to renew their passports inside Ukraine.
