Nigeria's President Bola Tinubu on Tuesday called for a thorough investigation into a military drone attack that the state emergency agency in northern Kaduna state said killed at least 85 people at the weekend. The state's governor, a religious leader and witnesses told Reuters on Monday that dozens of civilians were killed following the military drone attack that was targeting insurgents and bandits on Sunday night. The Kaduna State Emergency Management Agency said on Tuesday at least 85 people had died during the attack, giving the first official confirmation of the toll from the weekend incident.

Arctic weather enfolded swathes of Russia on Tuesday, with temperatures in the wilds of Siberia falling to minus 58 degrees Celsius (minus 72 degrees Fahrenheit). Yakutsk, one of the world's coldest cities which lies some 5,000 km (3,100 miles) east of Moscow, was covered in freezing clouds and fog, drone footage showed. "I specially came here to Yakutsk to experience such weather - so I am lucky as in December you don't usually get it," said Danila, whose beard, hat and scarf were caked in ice.
STORY: This disaster drill is meant to prepare for crisis on Japan’s westernmost frontier - be it a natural disaster or - as island mayor Kenichi Itokazu increasingly worries, a humanitarian one. Yonaguni Island recently ran this exercise with Japan’s Self-Defense Forces, bracing both for a tsunami and the event of the island’s close neighbor, Taiwan, coming under attack from China. "I'm worried about what could happen. It's a situation that we cannot predict." Yonaguni is only about 60 miles east of Taiwan, a self-ruled island of 24 million people. China claims it as its own territory and has ratcheted up simulated missile strikes and other military displays. Yonaguni residents say they worry about a possible refugee crisis if conflict broke out nearby. Japan has earmarked $290 billion dollars for defense this year, the biggest build-up since the second World War. But more than two dozen current and former Japanese officials and island residents said there was no plan from Tokyo for Yonaguni, where they imagine hundreds if not thousands of refugees could try to flee. "What if they come here, what if they come here, I asked the government. There was no answer. Everyone was silent. It's like their mouths are taped shut." Yonaguni has around 1,700 residents. Koji Sugama, the official in charge of preparing the island for disasters, thinks right now there wouldn’t be enough emergency supplies if the worst comes to pass. This container is one of three on the whole island. Sugama says each one can support around 800 people. "These are cookies made from rice. Then there's curry pilaf, tomato risotto, corn pilaf, mixed rice. This will do for one, maybe two days." Yonaguni relies on biweekly ferry and a handful of daily flights from nearby islands for supplies, but these can often be cancelled due to bad weather. So far, the Japanese government’s response to rising tension in the Asia-Pacific has focused on military spending, which Prime Minister Fumio Kishida plans to double in the next five years. "If something happens, I really have no idea how the Prime Minister at the time will act, what decisions they will take or even be able to take."
China's foreign ministry said on Tuesday its visa-free travel policy has produced a clear effect, making things easier for travellers. "Going forward, the Ministry of Foreign Affairs will continue to adjust visa policies to create more favourable conditions and further facilitate cross-border travel," spokesperson Wang Wenbin told a press briefing when asked for an update on tourism after China announced the policy, which covers several European countries and Malaysia. The policy came into effect Dec. 1 and the ministry, citing immigration data, said about 7,000 of nearly 18,000 travellers from France, Germany, Italy, the Netherlands, Spain and Malaysia - the countries covered by the visa waiver - entered China in the first three days of the month.

Ratings agency Moody's on Tuesday cut its outlook on China's government credit ratings to negative from stable, citing lower medium-term economic growth and ongoing downsizing of the property sector. Moody's affirmed China's A1 long-term local and foreign-currency issuer ratings and said it expects the country's annual GDP growth to be 4.0% in 2024 and 2025. The change to a negative outlook reflected rising evidence that authorities will have to provide financial support for debt-laden local governments and state firms, posing broad risks to China's fiscal, economic and institutional strength, Moody's said in a statement.

Louis Theroux Interviews: Chelsea Manning BBC Two, 9pm; NI, 9.15pm; Wales, 11.15pm There’s a moment tonight when, meeting US military whistle blower and trans activist Chelsea Manning, our interviewer makes a rare misstep. As Manning talks about how a youthful confusion over identity lingered into her adult years, Theroux says, as if he hadn’t been paying attention, “I’m really young at heart, too”. Sharp as a nettle-sting, Manning snaps back: “I sincerely doubt that.” A small thing, perhaps, bu

Norway's minority Labour-led government has struck a deal with two opposition parties to open Arctic oceans to mineral exploration, a key step on the way to full-scale seabed mining, a spokesperson for one of the parties told Reuters on Wednesday. The deal comes as Norway hopes to become the first country to make deep-sea mining happen on a commercial scale and secure critical minerals and jobs despite concerns over the environmental impact and international calls for a moratorium. The amended version of the government's proposal, which parliament will formally debate on Jan. 4 followed by a vote, sets stricter environmental survey requirements during the exploration phase than originally planned.
German retailers are not expecting a strong boost from Christmas sales this year as weak demand continues to weigh heavily on business, according to a survey by the Ifo economic institute. Sentiment among German retailers had improved for the first time in three months in November, rising to -8.8 points from -13.5 in October, according to the results released on Tuesday. "Despite the slightly improved mood among retailers, demand, which has been weak all year, remains a challenge even in the period of strong sales during the run-up to Christmas," said Ifo retail expert Patrick Hoeppner.
