Kayakers Take to Flooded Streets of San Rafael as Atmospheric River Brings Heavy Rainfall

A hazardous atmospheric river brought heavy rainfall to San Rafael in the California Bay Area, prompting flash flood warnings in the state’s north on October 24.

As much as 12 inches of rain had fallen in the northern Bay Area by Sunday evening, according to the National Weather Service (NWS).
