The latest news on COVID-19 developments in Canada (all times Eastern): 1:40 p.m. Nova Scotia is reporting four new cases of COVID-19 today, while health officials say the results of two tests conducted in December confirm two variant cases of the novel coronavirus. Chief medical officer of health Dr. Robert Strang says one of the cases was confirmed to be the U.K. variant while the other was confirmed as the South African variant. Strang says both cases were related to international travel and there is no evidence of community spread from either case. The province currently has 22 active cases of novel coronavirus. --- 1:40 p.m. B.C. has rolled out its timeline for residents to receive vaccinations over the coming months, with an aim of immunizing roughly 4.3 million people by the end of September. B.C.’s oldest residents will be able to pre-register to receive a vaccine starting in March after the most vulnerable groups have been immunized. Those aged 75 to 79 will be able to start being vaccinated in April, and the process will continue backwards in five-year increments. The province says it will use everything from stadiums and convention halls to mobile clinics in transit buses to vaccinate communities across B.C. --- 1:35 p.m. Manitoba is reporting 171 additional COVID-19 cases and two deaths. The province's north continues to see higher numbers per capita than other regions. The Manitoba government announced this week it is easing some restrictions on store openings and social gatherings as of Saturday in all areas except the north. --- 1:10 p.m. Manitoba has stopped booking appointments for people getting the Pfizer-BioNTech vaccine at its two supersites in Brandon and Winnipeg. The provincial government says it has been told by Ottawa of another reduction in supplies of the vaccine. It says that during the week of Feb. 1, Manitoba will receive 2,340 doses instead of the 5,850 doses originally planned. --- 12:55 p.m. Chief public health officer Dr. Theresa Tam says there have been 90 reports of adverse events for a patient in Canada who received one of the COVID-19 vaccines. She said those include all health problems after the vaccine was given and may not all be related to the vaccine. Twenty-seven of those events, or one in 22,000 doses injected, were serious, including allergic reactions. --- 12:50 p.m. Chief public health officer Dr. Theresa Tam says there have now been 31 cases of the COVID-19 variant first identified in the United Kingdom, and three of the one first found in South Africa. Tam says the fact that the variants are now circling in the community without a known connection to travel is concerning. The news comes just after British Prime Minister Boris Johnson said there is some evidence that the U.K. variant may be more deadly than the original virus. --- 11:53 a.m. Prime Minister Justin Trudeau says the government is considering mandatory quarantine in hotels for travellers returning to Canada from abroad. He says it's not the time to travel. Trudeau says the government is considering a number of options that will make it harder for people to return to Canada, as new variants of COVID-19 are circling. --- 11:40 a.m. Prime Minister Justin Trudeau says Ottawa is sending two federal mobile health units to the Greater Toronto Area. COVID-19 is putting incredible strain on local hospitals in the region. The units will bring an additional 200 hospital beds to help free up space for people who need intensive care. The units will include vital medical equipment and supplies. --- 11:35 a.m. Prime Minister Justin Trudeau says the CEO of Pfizer has promised "hundreds of thousands" of doses of its COVID-19 vaccine will be shipped to Canada in mid-February and in the following weeks. Trudeau reiterated that Pfizer will ensure Canada gets its four million promised doses by the end of March. Trudeau says the next few weeks will be "challenging" on the vaccine delivery front as Pfizer upgrades its plants and slows deliveries to Canada and other countries. --- 11:27 a.m. Quebec is reporting 1,631 new COVID-19 cases and 88 deaths attributed to the novel coronavirus, including 18 in the past 24 hours. Health officials said today hospitalizations decreased to 1,426 and 212 people were in intensive care. The province says 2,040 more people have recovered from COVID-19, for a total of 223,367. --- 10:40 a.m. There are 2,662 new cases of COVID-19 in Ontario and 87 more deaths related to the virus. Health Minister Christine Elliott says there are 779 new cases in Toronto, 542 in Peel Region and 228 in York Region. Ontario says more than 11,000 doses of a COVID-19 vaccine were administered since the province's last report. --- 9:42 a.m. Nunavut is reporting one new COVID-19 case in Arviat, the community of about 2,800 that saw the territory's largest outbreak with 222 cases. It's the first new case of COVID-19 in the territory since Dec. 28. The territory's chief public health officer says the positive result was found in follow-up testing after the outbreak. Against the backdrop of more than 400,000 people having lost their lives to the virus and the economy facing its greatest challenge since the great recession, Mr Biden will sign two executive orders to try and help the most vulnerable. A second will boost the minimum wage for federally-contracted workers to $15-an-hour.
A group representing the U.S. travel industry on Friday said it opposes making quarantines mandatory for international air passengers returning to the United States. U.S. Travel said it believes the introduction of new mandatory negative COVID-19 testing requirements for all international air passengers aged two and older eliminates the need for quarantines for returning passengers. The group said enforcing a "mandatory quarantine requirement for international travelers could be extremely difficult to enforce".
EDMONTON — Alberta Premier Jason Kenney is making another demand of Justin Trudeau over the Keystone XL pipeline ahead of the prime minister's call today with new U.S. President Joe Biden. In a letter to Trudeau, Kenney reiterates that the prime minister must press for a meeting with Biden so that Canada can make its case for the pipeline, which Biden cancelled this week on his first day in office. Kenney also repeats that if that fails, Trudeau must take retaliatory measures such as trade sanctions. But he also asks that Trudeau press Biden for direct compensation. Kenney says Alberta and pipeline builder TC Energy Corp. invested in the project believing it was going ahead under stable review and governance. The premier committed $1.5 billon to the project last year, with another $6 billion in loan guarantees. Biden made it clear last spring that he would cancel the Keystone line if he became president. He said that shipping more product from Alberta’s oilsands did not mesh with his broader objective of battling climate change. The Keystone line would have taken more Alberta oil to refineries and ports in the United States to relieve a North American bottleneck that has led to discounts and sometimes sharp reductions in the price of Alberta’s oil. In the letter dated Thursday, Kenney says the Keystone project that Biden once rejected is now a different, more environmentally friendly undertaking. “Keystone XL will be the first pipeline of its kind to operate at net-zero emissions on its first day of operations and will purchase 100 per cent of its power load from renewable energy sources,” Kenney writes. “I propose that we approach Washington together to begin a conversation about North American energy and climate policy.” If that doesn’t happen, he is pushing for “proportionate economic consequences." “At the very least, I call upon the government of Canada to press the U.S. administration to compensate TC Energy and the government of Alberta for billions of dollars of costs incurred in the construction of Keystone XL to date. “These costs were incurred on the assumption that the United States had a predictable regulatory framework and based on the presidential permit authorizing the Keystone XL border crossing, which was installed in the summer of 2019.” This report by The Canadian Press was first published Jan. 22, 2021. Curling Canada has decided to use the national ranking system as its selection criteria for the final wild-card berths at the Scotties Tournament of Hearts and Tim Hortons Brier. The announcement clears a path to the Calgary bubble for Manitoba's Mackenzie Zacharias and Ontario's Glenn Howard. Beth Peterson, also from Manitoba, saw her chances greatly improve but the decision closed the door on Alberta's Kelsey Rocque and Saskatchewan's Robyn Silvernagle. "We needed to take our time and do our due diligence on this selection process,” Curling Canada chief executive officer Katherine Henderson said Friday in a release. "In the end, it was decided that we created the Canadian Team Ranking System for exactly these purposes. "It is a proven system with a history that we use for all of our other selection processes, and ultimately, from a consistency standpoint, it makes the most sense for this situation." The Scotties is set for Feb. 19-28 at the Markin MacPhail Centre and the Brier will run March 5-14. The Canada Olympic Park venue will hold six events in all in a spectator-free setting due to the pandemic. Curling Canada scrapped its usual play-in game for both national team championships. Instead three wild-card entries were added to each field, creating 18-team draws. The federation previously announced that the final 2019-20 Canadian rankings (CTRS) would be used for the first two wild-card spots. Criteria for the third wild-card spot was listed as "to be determined," giving some hope to slightly lower-ranked teams or rinks who made off-season roster adjustments. Formal wild-card team entry announcements are expected next month once all provincial and territorial playdowns are complete. Howard, a four-time Brier champion, gets the third wild-card spot thanks to his No. 9 ranking. The first two wild-card spots were already clear with Mike McEwen of Manitoba at No. 5 and Kevin Koe of Alberta at No. 6. The complete women's wild-card picture won't be determined until the end of the month. Second-ranked Tracy Fleury of Manitoba is a lock for the first spot. Prince Edward Island's Suzanne Birt is next at No. 9, but she's a heavy favourite to represent her province again. Birt is one of two entries in the Jan. 29-31 P.E.I. championship. Either way, Zacharias — who won a world junior title last year — will get the second or third wild-card spot based on her No. 11 ranking. "Hearing that it's CTRS, it looks very promising for our team," Zacharias said from Winnipeg. "We're just incredibly excited. I don't even know how to describe it." Peterson, meanwhile, is a whisker behind Zacharias on the list and only needs a Birt victory to book her ticket for Calgary. Chelsea Carey is ranked fifth in Canada but is a free agent. Rocque, at No. 6, and Silvernagle, at No. 10, weren't eligible since they only have two returning members, one short of the required minimum. A Curling Canada spokesman confirmed Friday that the 3-of-4 rule also applies to the third wild-card picks. U.K. Prime Minister Boris Johnson said Friday that there's "some evidence" a surging COVID-19 variant may be more deadly than the original strain.The B117 strain was first identified in London, and has since spread across the U.K. and arrived in other U.S. in other countries. "In addition to spreading more quickly, it also now appears that there is some evidence that the new variant ... may be associated with a higher degree of mortality," Johnson said in a Friday press conference.Before Johnson's announcement, evidence suggested the variant was no more deadly than the original COVID-19 strain. But evidence the U.K.'s New and Emerging Respiratory Virus Threats Advisory Group assessed for the government shows that it could be up to 30 percent more deadly. Sir Patrick Vallance, the government's chief scientific advisor, cautioned that the data is "not yet strong," saying "there's a lot of uncertainty around these numbers and we need more work to get a precise handle on it." Even if the variant is not necessarily more deadly, its rapid transmission rate could allow it to infect — and therefore kill — more people. NEW YORK — Bob Avian, a Tony Award-winning choreographer who had a role in some of the most beloved and influential shows on Broadway, including “Dreamgirls,” “A Chorus Line,” “Follies” and “Miss Saigon,” has died. He was 83. Avian died Thursday of cardiac arrest at Holy Cross Hospital in Fort Lauderdale, Florida, said Matt Polk, head of the theatrical publicity firm Polk & Co. Tony-winner Tony Yazbeck on Twitter called Avian “a sweet and kind spirit who generously gave his creative talents to legendary works.” Marvin Hamlisch said: “His legacy will live on stage for years to come.” Avian rose from a dancer in “West Side Story” and “Funny Girl” to work alongside such theatre luminaries as Michael Bennett, Cameron Macintosh, Stephen Sondheim and Andrew Lloyd Webber. It was with Bennett that Avian enjoyed a long professional partnership, working as associate choreographer or assistant director on such Bennett-choreographed productions as “A Chorus Line,” “Promises, Promises,” “Coco,” “Company,” “Follies, “Seesaw” and “God's Favorite.” He was a producer on the original “Dreamgirls” and “Ballroom” and did musical staging for “Sunset Boulevard” starring Glenn Close in 1994, “Putting It Together” with Carol Burnett and the original “Miss Saigon” with Lea Salonga in 1991. Avian earned six Tony nominations and won twice, for choreographing “Ballroom” and co-choreographing “A Chorus Line.” He won an Oliver Award for choreographing Boublil and Schonberg's musical “Martin Guerre” in London. He also choreographed “The Witches of Eastwick” in the West End starring Ian McShane. Avian's association with “A Chorus Line” continued when he directed the 2006 revival on Broadway and the London revival at the Palladium in 2013. He also directed touring versions. He earned a bachelor's degree from Boston University and also studied at Boston Ballet School. In 2020, his memoir “Dancing Man: A Broadway Choreographer’s Journey” co-written with Tom Santopietro was published by University Press of Mississippi. The public school district in Brookline announced Friday that it will hold an online ceremony next week formally renaming the school as the Florida Ruffin Ridley School. The town agreed on the name in 2019 after deciding to abandon its previous one, the Edward Devotion School.
