Impaired driving charge laid after two vehicle collision

Kingston Police have charged a 21 year old man from Napanee with impaired driving following a late Monday night collision.

According to a media release, the driver and lone occupant of the vehicle lost control while travelling north on Highway 38, resulting in his truck crashing through the guardrail and down the east embankment around 10:15 PM.

Kingston Police informed media of the crash and subsequent road closure around 11:30 Monday night, and announced charges this morning.

In the release, Kingston Police say the driver was able to pull himself out of the wreckage, up the embankment and back to the roadway.

As a result of the collision, the damaged guardrail encroached on to the road and was hit by a female driver in a sedan, who police say walked away unharmed or with minimal injuries.

When emergency responders attended the scene, it was quickly determined the 21 year old male was the driver of the truck and he appeared to be impaired.

The man, bloodied from the crash, was first transported to hospital by paramedics but was determined to have sustained no serious injuries.

Breath samples taken from the man indicated that he was at least two times over the legal blood-alcohol limit, and he was charged with ‘Impaired Operation’ and ‘Over 80 – exceeding blood alcohol concentration.’

The man, released with promise to attend a future court date, may be seeing more charges coming his way.

OPP are investigating potential additional charges of theft and possession of stolen property, as the accused is not the registered owner of the truck and appears to have taken it without owner's consent.

The collision was initially reported as a three vehicle incident, but after the investigation it was determined only the impaired male driver in the truck and female in the sedan were involved.

Highway 38 was reopened at about 6:30 AM Tuesday morning.
