    WASHINGTON — As President Joe Biden convenes a virtual climate summit on Thursday with 40 world leaders, he faces a vexing task: how to put forward a nonbinding but symbolic goal to reduce greenhouse gas emissions that will have a tangible impact on climate change efforts not only in the U.S. but throughout the world. The emissions target, eagerly awaited by all sides of the climate debate, will signal how aggressively Biden wants to move on climate change, a divisive and expensive issue that has riled Republicans to complain about job-killing government overreach even as some on the left worry Biden has not gone far enough to address a profound threat to the planet. The climate crisis poses a complex political challenge for Biden, since the problem is harder to see and far more difficult to produce measurable results on than either the coronavirus pandemic relief package or the infrastructure bill. The target Biden chooses “is setting the tone for the level of ambition and the pace of emission reductions over the next decade,? said Kate Larsen, a former White House adviser who helped develop President Barack Obama’s climate action plan. The number has to be achievable by 2030 but aggressive enough to satisfy scientists and advocates who call the coming decade a crucial, make-or-break moment for slowing climate change, Larsen and other experts said. Scientists, environmental groups and even business leaders are calling on Biden to set a target that would cut U.S. greenhouse gas emissions by at least 50% below 2005 levels by 2030. The 50% target, which most experts consider a likely outcome of intense deliberations underway at the White House, would nearly double the nation’s previous commitment and require dramatic changes in the power and transportation sectors, including significant increases in renewable energy such as wind and solar power and steep cuts in emissions from fossil fuels such as coal and oil. Anything short of that goal could undermine Biden’s promise to prevent temperatures from rising more than 1.5 degrees Celsius, experts say, while likely stirring up sharp criticism from international allies and Biden’s own supporters The target is significant, not just as a visible goal for the U.S. to achieve after four years of climate inaction under President Donald Trump, but also for “leveraging other countries,'' Larsen said. “That helps domestically in the battle that comes after, which is implementing policies to achieve that target. We can make a better case politically at home if other countries are acting at the same level of ambition as the U.S.? The 2030 goal, known as a Nationally Determined Contribution, or NDC, is a key part of the Paris climate agreement, which Biden rejoined on his first day in office. It’s also an important marker as Biden moves toward his ultimate goal of net-zero carbon emissions by 2050. “Clearly the science demands at least 50%” in reduced greenhouse gas emissions by 2030, said Jake Schmidt, a climate expert at the Natural Resources Defence Council, a leading environmental group. The 50% target “is ambitious, but it is achievable,'' he said in an interview. It's also a good climate message, he said: “People know what 50% means — it's half.'' Whatever target Biden picks, the climate summit itself “proves the U.S. is back in rejoining the international effort? to address climate change, said Larsen, now a director at the Rhodium Group, an independent research firm. The summit is “the starting gun for climate diplomacy” after a four-year “hiatus” under Trump, she said. John Kerry, Biden's climate envoy, has been pressing global leaders, including his counterpart in China, for commitments and alliances on climate efforts. Secretary of State Antony Blinken said the U.S. is falling behind China, the largest producer and exporter of solar panels, wind turbines, batteries and electric vehicles. “If we don’t catch up, America will miss the chance to shape the world’s climate future in a way that reflects our interests and values, and we’ll lose out on countless jobs for the American people,'' Blinken said Monday in a speech in Annapolis, Maryland. Nathaniel Keohane, another former Obama White House adviser and now a vice-president at the Environmental Defence Fund, said experts have coalesced around the need for the U.S. to reduce emissions by at least 50% by 2030. “The number has to start with 5,” he said, adding, “We've done the math. We need at least 50%.'' The 2030 target is just one in a sometimes overlapping set of goals that Biden has outlined on climate. He also has said he expects to adopt a clean energy standard that would make electricity carbon-free by 2035, along with the wider goal of net-zero carbon emissions economywide by 2050. Biden's climate adviser, Gina McCarthy, acknowledged that the sheer volume of numbers can be confusing. At a forum last week, she and former New York Mayor Mike Bloomberg said climate activists should focus on actions in the next decade. “Let’s stop talking about 2050,'' said McCarthy, who is leading White House efforts to develop U.S. climate commitments for 2030. Bloomberg, 79, was even more blunt: 2050 “is a good number for people who give speeches, but I don’t know anyone giving those speeches who’s going to be alive in 2050.'' Some Republican lawmakers call the focus on reducing U.S. emissions counterproductive, saying Biden's plan would raise energy costs and kill American jobs while allowing Russia, China and other countries to increase greenhouse gas emissions. “The Biden administration will set punishing targets for the United States, while our adversaries keep the status quo. That won’t solve climate change,'' said Sen. Wyoming Sen. John Barrasso, the top Republican on the Senate Energy Committee. The United States already leads the world in reducing carbon emissions, Barrasso said, adding that Biden should try to “make American energy as clean as we can, as fast as we can, without raising costs for consumers.” Some on the left think Biden is not going far enough. Rep. Alexandria Ocasio-Cortez, a New York Democrat who has called for a massive Green New Deal, said Biden deserves “a lot of credit” for his infrastructure plan's vision and scope, but said it falls far short of what is needed to meaningfully combat the climate crisis. She and her supporters are calling for at least $10 trillion in federal spending over the next decade to address climate change and other problems. McCarthy disputed the notion that Biden has backtracked from campaign promises to lead on climate. “We’re always either doing too little or too much,'' she told reporters earlier this month. “But rest assured that the president put a (spending) number out here that he felt was not just defensible but required to meet this moment in time.'' Much of the proposed spending to address climate change is included in Biden’s $2.3 trillion infrastructure bill. If Republicans think less money should be spent on clean energy and infrastructure, McCarthy added, “then we’ll have those conversations.” Marcella Burke, a former Trump administration official who now is an energy lawyer in Houston, gives Biden an “A-plus for enthusiasm” on climate, but an incomplete on details. “We've had a lot of goals, but not a lot of strategy announced to get there,'' she said. When asked about people in the U.S. wearing face masks for another year during a February appearance on CNN’s “State of the Union,” Fauci, who is director of the National Institute of Allergy and Infectious Diseases said: “You know, I think it is possible that that’s the case and, again, it really depends on what you mean by normality.” Dr. Fauci also expressed his optimism for getting back to what he again described as normality by the end of 2021. “As we get into the fall and the winter, by the end of the year, I agree with [President Joe Biden] completely that we will be approaching a degree of normality,” he told host Dana Bash. But even as life begins to go back to some semblance of normal — as seen by states (often prematurely) lifting COVID-19 restrictions — Dr. Fauci and the CDC continue to stress the importance of wearing a face mask to keep COVID-19 transmission rates low.     MONTREUX, Switzerland — The deceptions, distrust and divisions in European soccer erupted in public on Monday between teams and even within the clubs breaking away to form a Super League that could leave them and their players outcasts in the global game. Condemnation of the 12 rebels clubs from England, Spain and Italy even came from Prince William, who followed the British government in railing against moves to split from longstanding structures to play in a largely closed competition rather than Europe's existing UEFA-run Champions League. UEFA President Aleksander Ceferin turned on club leaders he called “snakes” and “liars,” singling out Juventus chairman Andrea Agnelli and Manchester United vice chairman Ed Woodward for betraying him for reneging on a pledge to stick within existing structures by backing a revamp of the Champions League only last Friday. Ceferin threatened players from the Super League clubs with being banned from the European Championship and next year’s World Cup. “They will not be able to represent their national teams at any matches,” Ceferin warned earlier. “UEFA and the footballing world stand united against the disgraceful self-serving proposal we have seen in the last 24 hours from a select few clubs in Europe that are fueled purely by greed above all else.” The strident rhetoric from Ceferin was followed on Monday by criticism of the Super League even by Liverpool manager Jürgen Klopp despite owner John Henry securing the six-time European champion's participation in the new competition. “I don’t think it’s a great idea,” he said after Liverpool was held by Leeds to 1-1. It's a result that puts Liverpool two points from the four Champions League qualification places, showing just why Henry would want the team he has owned since 2010 in a Super League where the spot is locked in. Three of the 12 rebels — Chelsea, Manchester City and Real Madrid — are scheduled to play in the Champions League semifinals next week. Two more, Manchester United and Arsenal, are in the Europa League semifinals. Ceferin said he wants to boot them out as “as soon as possible” from UEFA competitions, but that will require “legal assessments” that will begin on Tuesday morning. He received backing from the English Football Association President Prince William, the second-in-line to the British throne. “Now, more than ever, we must protect the entire football community – from the top level to the grassroots – and the values of competition and fairness at its core,” he tweeted on the Kensington Palace account. “I share the concerns of fans about the proposed Super League and the damage it risks causing to the game we love.” The 12 clubs planning to start the breakaway Super League wrote early Monday to the leaders of FIFA and UEFA that they have begun legal action aimed at fending off threats to block their competition. The letter was sent by the group to Ceferin and FIFA President Gianni Infantino saying the Super League has already been underwritten by funding of 4 billion euros ($5.5 billion) from American bank JPMorgan Chase. Currently, teams have to qualify each year for the Champions League through their domestic leagues, but the Super League would lock in 15 places every season for the founding members. The seismic move to shake up the sport is partly engineered by the American owners of Arsenal, Liverpool and Manchester United, who also run franchises in closed U.S. leagues — a model they are trying to replicate in Europe. UEFA warned the Super League clubs, including Barcelona and Juventus, that legal action would be taken against them and said they also would be barred from existing domestic competitions like the Spanish league and the Premier League. “We are concerned that FIFA and UEFA may respond to this invitation letter by seeking to take punitive measures to exclude any participating club or player from their respective competitions,” the Super League clubs wrote to Infantino and Ceferin in a letter obtained by The Associated Press. “Your formal statement does, however, compel us to take protective steps to secure ourselves against such an adverse reaction, which would not only jeopardize the funding commitment under the grant but, significantly, would be unlawful. For this reason, SLCo (Super League Company) has filed a motion before the relevant courts in order to ensure the seamless establishment and operation of the competition in accordance with applicable laws.” The courts were not named by the Super League, which intends to launch a 20-team competition with 15 founding members even though only 12 have signed up, so far. The others are Tottenham from England, Atletico Madrid from Spain, and AC Milan and Inter Milan from Italy. The breakaway was launched just as UEFA thought it had agreement on an expansion of the Champions League from 2024. Now, the same officials who backed the plans have decided to go it alone while claiming the existing competitions could remain — despite losing their most successful teams, including record 13-time European champion Real Madrid and six-time winner Liverpool. UEFA approved the new format proposal on Monday amid the turmoil. The agreement was negotiated with the 246-member European Club Association.   • Federal Budget 2021: Liberals extend COVID-19 aid with election top of mind

    OTTAWA — The first federal budget in more than two years extends Ottawa’s COVID-19 "lifeline" for those still struggling after a difficult year — including aid for laid-off workers — another few months as it aims to pull Canada through the pandemic once and for all. Finance Minister Chrystia Freeland’s first crack at a budget plan is also widely viewed as a pre-election platform. There is more than $100 billion in new spending over the next three years targeting a wide variety of voters. There are promises for seniors and their caregivers, working parents, students and business owners. "This budget is about finishing the fight against COVID," Freeland said Monday in her speech in the House of Commons. "It's about healing the economic wounds left by the COVID recession. And it's about creating more jobs and prosperity for Canadians in the days and decades to come." Freeland is also looking ahead to the post-pandemic Canada the Liberals want to see, one that has $10-a-day childcare, the ability to produce its own vaccines, national standards for long-term care homes and small- and medium-sized businesses equipped with the workers and technology they need to survive. Canada’s net debt is now over $1 trillion for the first time ever, after a $354 billion deficit for the pandemic year just over. It is expected to keep climbing with deficits of nearly $155 billion this year, and $60 billion in 2022-23. That is driven in part by $101.4 billion in new spending over the next three years, including costs to maintain federal wage and rent subsidies and employment benefits until September, rather than cutting them off in June. The raging third wave of the COVID-19 pandemic has prompted many parts of the country to revive or renew restrictions. Geneviève Tellier, a political scientist at the University of Ottawa, said the budget is a bit more clearly an election plan than she expected. "If you are elderly, if you are a student, if you are a worker that has lost your job, if you are a worker that has a job, if you are a small-business owner, there's something probably for you with that budget," she said. "So in that sense, it's very 'electoraliste,' as we say in French." The budget's marquee entry is what Freeland calls a "generational investment" in child care, a $30-billion spend over five years that will first try to cut fees for regulated child care spaces in half by the end of 2022, aiming for them to be $10 a day within five years. The program will have a long-term annual cost of almost $9 billion. It also seeks to address some of Canada's biggest nightmares of the pandemic, namely vaccine production and long-term care. Freeland is proposing to invest another $2.2 billion in life sciences and vaccine manufacturing over the next seven years, and $3 billion over five years to help the provinces implement national standards in long-term care. The Liberal government is waiving interest payments on federal student loans for another year, expanding sick leave benefits under employment insurance, and boosting the tax credit for low-income workers. Tellier said that last tax credit is the closest the Liberals have come to a guaranteed livable income. The Liberals are also offering some aid for small- and medium-sized businesses to invest in new technology and hire young people trained in how to implement it. There is also the promise of a greener, cleaner Canada, with a promise of more than $17 billion in climate change programs, much of it in the form of incentives to encourage heavy industry to curb their emissions and grow Canada's clean technology sector. All of it comes with a pandemic-sized asterisk that things could still change drastically if vaccine supplies are delayed or they prove not to work that well against emerging variants of the virus. The budget includes alternative scenarios that show where the fiscal picture might go if the worst-case scenarios of the pandemic play out. Those risks seem even more real as the country is battling the worst wave of the pandemic yet with record hospitalizations and patients in critical care, and doctors and nurses warning repeatedly of a health-care system on the brink of collapse. Opposition parties all rejected the idea of going to the polls for now but NDP Leader Jagmeet Singh seems to be the one under the greatest pressure. Singh said earlier this year he would support the government because a pandemic election is in nobody's best interest, and maintained that stance Monday. "We are not going to make an irresponsible decision," he said. Singh's biggest criticism of the budget was the lack of any new taxes to go after the "ultra rich," corporations and elite business owners who have made millions of dollars while millions of Canadians suffered. The closest the budget got to Singh's request is a tax on luxury purchases. Conservative Leader Erin O'Toole and Bloc Québécois Leader Yves-François Blanchet both presented amendments they intend to demand to garner their support. For O'Toole it was an overhaul of the planned child-care program, and Blanchet wants more money for provincial health transfers and additional aid for seniors.   • Federal Budget 2021: Liberals bank on child care, business aid to prod growth

    OTTAWA — The federal Liberals are betting that billions more in debt will pay for itself with the economic growth fuelled by helping thousands of workers find jobs and small businesses adapt to shifting consumer behaviour. The government’s budget estimates its plan will create or maintain some 330,000 jobs next year and add about two percentage points to economic growth, part of a boost from $101.4 billion in new spending over three years. The largest contributor is almost $30 billion over five years to drive down fees in licensed daycares with the goal of reaching $10 a day by 2026. That money is on top of already planned child-care spending. There is also more money for broadband infrastructure and $7 billion in cash, financing and advice to help companies adopt and invest in new technologies, which is intended to address ongoing concerns about the country's productivity gap. All that extra spending will send the deficit to $154.7 billion this fiscal year, one year after a record-smashing $354.2 billion deficit induced by the pandemic that sent the national debt above $1 trillion. The Liberals plan to keep open the taps of emergency aid until at least the fall as the labour market and businesses continue to struggle under the weight of COVID-19. Speaking to reporters, Finance Minister Chrystia Freeland said the spending plan, while costly, was a worthy one to make sure the recovery doesn’t falter. “For me, the fact that we are about more than 450,000 jobs short of where we need to be to be at pre-pandemic employment levels is an urgent problem for Canada and we need to invest now to get those jobs back quickly,” she said. “I would also say the best way to pay our debts back is to invest in long-term growth. The best way is have a Canadian economy which is growing vigorously and robustly and that is what this budget is designed to do.” The government expects the economy to rebound sharply from last year's downturn, with real gross domestic product forecast to rise by 5.8 per cent in 2021 after a 5.4 per cent contraction in 2020. The estimate from private-sector economists puts the economy on track to grow by four per cent in 2022, before coming back down to earth with growth in 2025 clocking in at 1.8 per cent. Federal spending plans will need to help businesses invest in themselves to bump GDP growth beyond two per cent, said Pedro Antunes, chief economist at the Conference Board of Canada, a non-partisan think tank. The budget tries to address some of those concerns by allowing business to more quickly write off investments, funding digital adoption and e-commerce programs, offering more infrastructure money targeted at trade corridors and borders and as a subsidy to offset the costs of new hires for hard-hit businesses if the value is greater than what they would get under the wage subsidy. “Maybe we will see some of these effects, this adoption of technology, have a bigger impact on productivity than we might imagine and … this shock to the system being a driver of productivity gains like we haven't seen,” Antunes said. Perrin Beatty, president of the Canadian Chamber of Commerce, said other budget items should be prioritized to help longer-term competitiveness like bringing interprovincial trade barriers and reducing the regulatory burden in Canada. Employment should recover to pre-pandemic levels by summer as vaccination rates rise and fears of spreading the virus ease. The unemployment rate, though, won’t reach its pre-pandemic low for another five years, the government estimates. Ongoing concerns about longer recovery times in some sectors is why the budget promises to extend the federal wage and rent subsidies through to the fall, and similarly extend emergency aid to workers, although reducing the amounts paid out over time. The extensions, along with extra weeks for expanded employment insurance, will cost the government roughly $26.8 billion this fiscal year. Dan Kelly, president of the Canadian Federation of Independent Business, welcomed the extra help for small businesses, but he noted critical gaps in eligibility haven't been addressed, nor did the budget outline a plan to help his members manage the tens of thousands in debt they have taken on to survive the pandemic. There also is nearly $2.5 billion in measures for skills training programs, a promise to raise the federal minimum wage to $15 per hour, and an $8.9 billion boost over five years to a Stephen Harper-era benefit to the working poor that the Liberals expanded once before, offering to raise the earnings threshold after which Canada Worker’s Benefit payments are reduced. "This is where people have some questions, because a lot – and especially the Conservatives – will say, 'We don't want to reward anyone to stay at home and do nothing.' So I think the Liberals have decided to answer that and say, 'No, we'll target only those who want to go to the market and help them to do so,' " said Geneviève Tellier, a public-finances expert from the University of Ottawa. Overall, the budget adds more than $100 billion in new spending to the fiscal framework, which is largely offset by $70 billion in higher revenues due to an improved economic outlook, said David Macdonald, senior economist with the Canadian Centre for Policy Alternatives. "It continues to amaze me that despite the pandemic spending and all of these new measures that we'll still be spending less on interest payments than at any time in a century," he said. "This is exactly what we should be doing, taking maximum advantage of record low interest rates, locking them in and investing in Canada and its people." Franco Terrazzano, federal director of the Canadian Taxpayers Federation, said Freeland was "playing roulette with Canada's fiscal sustainability" by betting rates will stay low forever, noting interest charges will rise to $39 billion annually by 2026. The Liberals are also committing anew to tethering spending to a budgetary anchor by having the debt decline as a percentage of GDP. The debt-to-GDP ratio will rise this year to 51.2 per cent, before declining in the ensuing years to 49.2 per cent by 2026. The outlook for the deficit rests on government vaccination efforts. A faster return to some level of pre-pandemic normalcy would mean a sharper rebound and a deficit of $144.3 billion this year, while the deficit could flirt around $170 billion if vaccine rollout takes longer than the government’s summer outlook for a first shot to anyone who wants one.
