Chinese rescuers hope to drill shaft to bring trapped miners out
Rescuers in China were drilling new shafts on Thursday to reach miners trapped underground for 11 days following an explosion, including one they hope to use to bring the survivors back to safety. Rescuers have been in contact with 11 miners trapped in the middle section of the mine, about 350 metres underground, and have managed to send food and medical supplies down to them. One miner is known to have died of injuries sustained in the initial blast, state media reported on Wednesday.

Pac-12 Commissioner Larry Scott stepping down at end of June
Pac-12 Commissioner Larry Scott is stepping down at the end of June, ending an 11-year tenure in which the conference landed a transformational billion dollar television deal but struggled to keep up with some of its Power Five peers when it came to revenue and exposure. The Pac-12 announced Wednesday night that the 56-year-old Scott and university presidents who make up the league’s executive committee mutually agreed that he would not seek a new contract. “It’s been quite the amazing journey," Scott told AP. “There's a lot of change going on in college sports. There's been a lot of change in our conference. I'm ready for the next chapter.” Scott’s current deal was set to expire June 2022, but instead he will finish out this academic year to assist with the transition to his successor. Scott said the decision came together quickly after a routine meeting with the Pac-12's executive committee last week. “There’s never a perfect time, but this felt pretty good," Scott said. Scott came to the Pac-12 in 2009 with no experience as a college sports administrator after two decades working in professional tennis, including a stint as the chairman and CEO of the Women's Tennis Association. He replaced Tom Hansen in 2009. “We appreciate Larry’s pioneering efforts in growing the conference by adding new competitive university programs and accelerating the Pac-12 to television network parity with the other conferences,” University of Oregon President Michael Schill said in a statement. “At one point, our television agreement was the most lucrative in the nation and the debut of the Pac-12 Network helped deliver our championship brand to US and global markets on traditional and digital platforms. That said, the intercollegiate athletics marketplace doesn’t remain static and now is a good time to bring in a new leader who will help us develop our go-forward strategy.” Under Scott, the Pac-10 became the Pac-12 by adding Colorado and Utah in 2011 and created a football championship game. The additions helped the conference secure a 12-year $3 billion media rights deal with Fox and ESPN that set the standard in the college sports market at the time. That move came after Scott made a bold attempt to raid the Big 12, at first trying to woo Texas and five other schools to create a 16-team conference and then again circling back on Texas and Oklahoma. Scott’s grandest plans never came to fruition. The additions did help the conference secure a 12-year, $3 billion media rights deal with Fox and ESPN. The contract set the standard in the college sports market in 2011 and brought Pac-12 football unprecedented national TV exposure. The Pac-12 also agreed to equal revenue sharing for the first time under the new deal. Those contract are up in 2024 and negotiating the next media rights deals will be a top priority of the next Pac-12 commissioner. Scott's other daring move has not panned out as well. The Pac-12 Network, launched in 2012, followed the lead of Big Ten Network but never could replicate it as a money-maker for its members. The Pac-12 chose not to partner with an existing cable network the way the Big Ten did with Fox and the Southeastern Conference later did with ESPN. Scott hoped that by the conference having full ownership of the network, it would eventually position the schools to cash in big on a changing media landscape, less dependent on traditional TV networks. That never panned out. While Pac-12 revenues have steadily risen in recent years — the conference distributed more than $32 million per school after the 2018-19 academic year — its members still lag behind the Big Ten ($55 million per school) and SEC ($45 million per school). Scott has also been criticized for moving the Pac-12 offices out of Walnut Creek, California, to San Francisco, which drove up operating costs. He is currently the highest paid conference commissioner at $5.4 million for 2019-20, according to USA Today. At the time, though, the move to San Francisco fell in line with the Pac-12 presidents’ charge to Scott: Modernize a conference that had fallen way behind its peers in major college sports. The Pac-12's highest profile sports, football and men's basketball, have failed to produce national champions during Scott's tenure, and some of his long-term plans failed to satisfy the short-term needs of administrators within the conference. The conference took off in the first few years of Scott's tenure and he was lauded as a visionary. The road got bumpy after that for Scott, and his time in the Pac-12 will come to end after the most difficult year of college sports trying to play through the pandemic. “This year was tougher than any that we've had,” Scott said. “But it also made you step back and reflect on what's most important in your life.” —- Follow Ralph D. WASHINGTON — The battle-tested Delaware senator who took on Donald Trump took over as U.S. president Wednesday, his daunting task to heal the wounds and reverse the damage left behind by his caustic and divisive predecessor. Joe Biden and Vice-President Kamala Harris, the first woman and person of colour to hold the title, took the oath of office on the very spot where Trump's own supporters tried to lay waste to Capitol Hill. They failed, said Biden, and as a result, democracy in the United States is now more resilient than ever. "Today, we celebrate the triumph not of a candidate, but a cause," Biden declared. "The will of the people has been heard and the wisdom of the people has been heeded. We've learned again that democracy is precious. Democracy is fragile. And at this hour, my friends, democracy has prevailed." Wednesday wasn't just about ceremony. By sundown, Biden had signed a stack of executive orders, including one closely watched in Canada: cancelling the US$8-billion Keystone XL pipeline expansion. "The Keystone XL pipeline disserves the U.S. national interest," the order reads. "The United States and the world face a climate crisis. That crisis must be met with action on a scale and at a speed commensurate with the need to avoid setting the world on a dangerous, potentially catastrophic, climate trajectory." The project, first proposed in 2008, has been bouncing around the White House in various forms of limbo — stalled throughout Barack Obama's two terms before being outright cancelled in 2015, then resurrected twice by Trump. "While we welcome the president's commitment to fight climate change, we are disappointed but acknowledge the president's decision to fulfil his election campaign promise on Keystone XL," Prime Minister Justin Trudeau said in a statement. The two leaders will speak Friday — Biden's first conversation as president with a foreign leader, said White House press secretary Jen Psaki. "I expect they will certainly discuss the important relationship with Canada, as well as his decision on the Keystone pipeline," Psaki told the first White House briefing of the Biden era. The federal government was well-briefed on the Biden administrations intentions, National Security Council spokesperson Emily Horne told The Canadian Press. "The Biden-Harris administration has previewed plans to rescind the permit for the Keystone XL pipeline with the government of Canada and duly considered their case for the proposed project," Horne said. "The decision ... restores the original 2015 decision by the Department of State reached after extensive public outreach and consultation." In his speech, Biden described Wednesday as "democracy's day — a day of history and hope, of renewal and resolve," saying the chaos of Jan. 6 has reminded Americans not to take their country for granted. And he urged the partisan forces fanning the flames of division to focus instead on bringing Americans together. "Politics," he said, "doesn't have to be a raging fire, destroying everything in its path." Throughout Washington, D.C., along the edges of a strict and sprawling security perimeter, ordinary Americans emerged to be a part of a historic day at the end of a remarkable four years. "I just felt I needed to come full circle and celebrate decency returning to the White House," said Raelyn Maxwell, who travelled from Park City, Utah, much as she did four years ago to protest Trump's election. "I'm just happy that Americans spoke up and said, 'Enough is enough.'" The twin dangers of COVID-19 and the risk of civil discord conspired to make Wednesday's inauguration a physically distanced, online-only spectacle. National Guard members stood sentry at checkpoints throughout downtown and walked fenced-off perimeters, some of their ranks reassigned amid fears of an insider attack against the new president. The old one, meanwhile, couldn't be bothered to linger. A split-screen sendoff showed Trump departing Joint Base Andrews for a final time aboard Air Force 1, the strains of "My Way" blasting from MAGA speakers, as Biden headed off to a morning prayer service. A group of supporters gathered beyond the security cordon outside St. Matthew's Cathedral cheered and whooped as Biden's motorcade departed the church for Capitol Hill. "It makes you realize what we take for granted — that our democracy is usually a smooth transition, and that our security is always kind of expected," said Sue Bell, who stopped by with her dog, Mia. "In some ways, I think we'll look back at this and shake our heads like it's a bad dream, but in other ways, I think it's really going to make us appreciate more what we have." Gayle Smith, who worked with Biden for eight years as a National Security Council expert during Barack Obama's presidency, said the focus on respect, dignity and equality speaks to Biden's character. "I think all Canadians can count on that again."' COVID-19 has claimed more American lives — 400,000 so far — than did the entire Second World War, said Biden, who led a silent 10-second moment of prayer in their memory. He evoked the Civil War, the Great Depression and the 9/11 attacks, saying the U.S. would overcome its current differences and prevail through "a dark winter" confronting the pandemic as "one nation." "This is our historic moment," Biden said, adding: "Unity is our path forward." It was historic as well for Harris, accompanied to the ceremony by Eugene Goodman, the Capitol police officer who was among those helping to defend the building against the attack two weeks ago. A marching band provided the backdrop for a festive atmosphere as images of outgoing vice-president Mike Pence interacting with former U.S. presidents were broadcast worldwide. Bill Clinton, George W. Bush, Obama and their families mingled while wearing masks. Lady Gaga sang "The Star-Spangled Banner," while Jennifer Lopez offered up a stirring medley of "This Land Is Your Land" and "America The Beautiful." Trump avoided Biden entirely. It's believed to be the first time in 152 years that a sitting president has opted to skip out on the inauguration of his successor.
