NICOSIA, Cyprus — The European Union is ready to “actively contribute” to a new push to revive dormant talks on reunifying ethnically divided Cyprus, the Cypriot government said on Friday. Government spokesman Kyriakos Koushos said EU foreign policy chief Josep Borrell conveyed the bloc’s readiness to help kickstart peace talks, during a meeting with President Nicos Anastasiades in the capital Nicosia earlier. Koushos said in a written statement that Borrell told Anastasiades the EU believes a peace deal must be within the framework outlined by the United Nations, “as well as the founding principles and EU law.” This suggests EU backing for the Greek Cypriots' insistence on a federal solution, as opposed to a drive by Turkey and the Turkish Cypriots to scrap the decades-old formula and move forward with a deal based on two separate states. Borrell’s visit to Cyprus comes ahead of a planned informal meeting in Switzerland next month, hosted by U.N. Chief Antonio Guterres, that will bring together both sides on Cyprus, as well as the east Mediterranean island nation’s “guarantors” — Greece, Turkey and former colonial ruler Britain. The aim will be to gauge whether there’s enough common ground to resume a process that was shelved in 2017 when high-level negotiations collapsed amid acrimony. Cyprus was split in 1974 when Turkey invaded following a coup by supporters of union with Greece. Only Turkey recognizes a Turkish Cypriot declaration of independence in the island’s northern third. Although Cyprus joined the EU in 2004, only the southern, internationally recognized part enjoys full benefits. Cyprus’ continued division has ratcheted up tensions with Turkey over claims to potential offshore oil and gas deposits in the east Mediterranean, and remains a key stumbling block to Ankara’s troubled bid for EU membership. Greek Cypriots see a more engaged EU in peace talks as a possible bulwark against the shift in the position of Turkey and the Turkish Cypriots — from the long-held aim of a federated Cyprus made up of Greek and Turkish-speaking zones — to an agreement struck between two equal, internationally recognized states. An overwhelming majority of Greek Cypriots strongly oppose any deal that would legitimize Cyprus’ ethnic partition. In a video conference with German Chancellor Angela Merkel late Thursday, Anastasiades said that EU participation in peace talks is essential to ensure that “whatever is agreed is compatible” with EU law. The Cypriot government also cites numerous U.N. Security Council resolutions stating that any peace deal should be based on a federal model. Turkey and the Turkish Cypriots see it differently, insisting that decades of negotiations on cobbling together a federation have gone nowhere and that a two-state solution should be considered a feasible alternative. In a written statement, Turkish Cypriot leader Ersin Tatar repeated that the federal model for Cyprus has “collapsed.” He said a peace deal based on “co-operation between two states living side-by-side on the bases of sovereign equality” is something that has the backing of Turkey “which is the biggest and most powerful state in the region.” Menelaos Hadjicostis, The Associated Press

SILVER SPRING, Md. — The U.S. trade deficit rose 1.9% in January as the coronavirus pandemic continued to disrupt global commerce. The gap between the goods and services the United States sold and what it bought abroad rose to $68.2 billion from $67 billion in December, the Commerce Department reported Friday. Exports rose 1% to $191.9 billion, while imports increased 1.2% to $260.2 billion. The politically sensitive trade gap with China fell 3.2% to $27.2 billion. The trade deficit with Mexico rose $1.6 billion to $11.9 billion in January. The coronavirus has upended trade in services such as education and travel, sections of the economy in which the United States runs persistent surpluses. Measured in dollars, monthly exports of U.S. services have declined by nearly one-fourth since the virus outbreak about a year ago. Efficacy Across Mydriatic Agents in Reversing Pharmacologically Induced Mydriasis Informed Phase 3 Registration MIRA-2 Study Design Topline Results for Phase 3 MIRA-2 Trial Expected in March 2021 FARMINGTON HILLS, Mich., March 05, 2021 (GLOBE NEWSWIRE) -- Ocuphire Pharma, Inc. (Nasdaq: OCUP), a clinical-stage ophthalmic biopharmaceutical company focused on developing and commercializing therapies for the treatment of several eye disorders, announced that the results from the MIRA-1 (NCT04024891) Phase 2b clinical trial evaluating the safety and efficacy of Nyxol® in the reversal of mydriasis (dilation of pupil for eye exams) have been published in Optometry and Visual Science, the international, peer-reviewed journal of the American Academy of Optometry. The article will appear in the print edition and is available on-line at www.optvissci.com. “The continued peer-reviewed publications of our Nyxol clinical trial results allow us to highlight the iris dilator mechanism and emerging product profile of Nyxol. The findings of the MIRA-1 trial specifically demonstrate the potential of Nyxol to offer a safe and effective option for the reversal of mydriasis indication, for which there are presently no FDA approved therapies. The recently enrolled MIRA-2 Phase 3 pivotal trial leveraged the design and findings of the MIRA-1 Phase 2b trial,” said Mina Sooch, MBA, President and CEO of Ocuphire Pharma. The paper, titled “Phentolamine Eye Drops Reverse Pharmacologically Induced Mydriasis in a Randomized Phase 2b Trial”, reported the following key findings: In the Nyxol treatment group, 29% of subjects met with statistical significance return to within 0.2 mm of their baseline pupil diameter (PD) at 2 hours, compared with 13% in the placebo group. A significant difference was also seen at 4 hours and was independent of mydriatic agent.Nyxol eye drops demonstrated a significant improvement over placebo in reducing pupil diameter at 2 hours from the time of maximum pupil diameter, regardless of mydriatic agent. A significant improvement was also seen at 1, 4, and 6 hours.Treatment with Nyxol eye drops led to a reduction in time to return to baseline pupil diameter of nearly 2 hours when compared to placebo.When treated with Nyxol eye drops, 63% of subjects returned to their accommodative baseline 2 hours after tropicamide-induced mydriasis, a statistically significant increase relative to 38% of subjects treated with placebo.Nyxol eye drops demonstrated a favorable safety profile, with roughly one third of subjects experiencing mild conjunctival redness, but no other systemic or ocular adverse effects. Moreover, whether given Nyxol or placebo, any discomfort occurring after treatment was mild in intensity. “Many of my patients explain how frustrated they are by the lasting and disruptive effects of pupil dilation,” said Dr. Paul Karpecki O.D., Director of Cornea Services for the Kentucky Eye Institute. “The results from the MIRA-1 Phase 2b trial demonstrate that Nyxol continues to be a promising candidate that might offer a solution that could greatly improve the patient experience after dilated eye exams.” Highlights of this double-masked, randomized, placebo-controlled, multi-center Phase 2b clinical trial were presented at the 2020 annual meeting of the Association for Research in Vision and Ophthalmology (ARVO) by Dr. Paul Karpecki via video submission. The MIRA-1 results informed the trial design of the Phase 3 MIRA-2 registration trial that recently completed recruitment. MIRA-2 is designed as a multi-center, randomized, double-masked, placebo-controlled, parallel, 24-hour Phase 3 trial that planned 168 healthy subjects, and ultimately enrolled 185 subjects. The primary efficacy endpoint for MIRA-2 is the percentage of subjects (study eyes) returning to within 0.2 mm of baseline pupil diameter at 90 minutes. Ophthalmic secondary efficacy endpoints include the percentage of subjects returning to baseline PD at other timepoints, mean change in pupil diameter from mydriatic maximum at multiple timepoints, and percent of subjects returning to baseline accommodation (with tropicamide). Efficacy endpoints will be analyzed at all timepoints and stratified by mydriatic agent and iris color. There are 3 noteworthy design differences between the MIRA-2 and MIRA-1 trials. First, the MIRA-1 trial was conducted only in dark irides, which are less responsive to both dilating agents and alpha-1 blocking agents (such as Nyxol). MIRA-2 enrolled an equal number of subjects with light and dark irides. Second, in MIRA-2, two drops of Nyxol were administered in the study eye compared to one drop of Nyxol in MIRA-1. Third, MIRA-2 is employing a 3:1:1 phenylephrine:tropicamide:paremyd randomization schema for mydriatic agents rather than 1:1 phenylephrine:tropicamide in MIRA-1. In MIRA-1, it was shown that phenylephrine-induced mydriasis reverses faster upon administration of Nyxol. Topline results for the Phase 3 MIRA-2 registration trial are expected in March 2021. About Pharmacologically Induced Mydriasis Every year in the U.S., approximately 100 million eye exams are performed that require dilation of the pupil (mydriasis) to examine the back of the eye either for routine check-ups, disease monitoring or surgical procedures. Depending on the individual and the color of their eyes, the pharmacologically-induced dilation can last anywhere from 6 to 24 hours. Dilated eyes have a heightened sensitivity to light and an inability to focus on near objects, causing difficulty with reading, working, and driving. Market research conducted by GlobalData surveyed several hundred patients and eye care providers (optometrists and ophthalmologists) about Reversal of Mydriasis (as well as Night Vision Disturbances and Presbyopia). Over 65% of surveyed patients reported moderate to severe negative impact of a dilated exam, underscoring the potential value of Nyxol’s role in improving comfort and daily function after pupil dilation. NEW YORK — Some New York lawmakers are calling for Gov. Andrew Cuomo's impeachment after reports late Thursday that his top aides altered a state Health Department report to omit the true number of people killed by COVID-19 in the state's nursing homes. The Wall Street Journal and The New York Times, citing documents and people with knowledge of the administration’s internal discussions, reported that aides including secretary to the governor Melissa DeRosa pushed state health officials to edit the July report so only residents who died inside long-term care facilities, and not those who became ill there and later died at a hospital, were counted. It's the latest blow for Cuomo, who's been besieged by a one-two punch of scandals involving his handling of nursing home deaths and accusations that he made lewd comments and inappropriately touched two former aides and a woman that he met at a wedding he officiated. Cuomo had apologized Wednesday for acting “in a way that made people feel uncomfortable” but rejected calls for his resignation and said he would fully co-operate with the state attorney general's investigation into the sexual harassment allegations. Federal investigators are scrutinizing his administration’s handling of nursing home data. In the wake of Thursday night's report, some state lawmakers — including fellow Democrats like Assembly members Zohran Kwame Mamdani of Queens and Yuh-Line Niou of Manhattan — called for Cuomo's impeachment. “15,000 nursing home residents died. 15,000 of our loved ones died. And Cuomo hid the numbers. Impeach,” tweeted Queens Assembly member Ron Kim, who said Cuomo bullied him over the nursing home response. The July nursing home report was released to rebut criticism of Cuomo over a March 25 directive that barred nursing homes from rejecting recovering coronavirus patients being discharged from hospitals. Some nursing homes complained at the time that the policy could help spread the virus. The report concluded the policy played no role in spreading infection. The state's analysis was based partly on what officials acknowledged at the time was an imprecise statistic. The report said 6,432 people had died in the state's nursing homes. State officials acknowledged that the true number of deaths was higher because of the exclusion of patients who died in hospitals, but they declined at the time to give any estimate of that larger number of deaths, saying the numbers still needed to be verified. The Times and Journal reported that, in fact, the original drafts of the report had included that number, then more than 9,200 deaths, until Cuomo's aides said it should be taken out. State officials insisted Thursday that the edits were made because of concerns about accuracy, not to protect Cuomo's reputation. “While early versions of the report included out of facility deaths, the COVID task force was not satisfied that the data had been verified against hospital data and so the final report used only data for in facility deaths, which was disclosed in the report,” said Department of Health Spokesperson Gary Holmes. Scientists, health care professionals and elected officials assailed the report at the time for flawed methodology and selective stats that sidestepped the actual impact of the directive. Cuomo had refused for months to release complete data on how the early stages of the pandemic hit nursing home residents. A court order and state attorney general report in January forced the state to acknowledge the nursing home resident death toll was higher than the count previously made public. DeRosa told lawmakers earlier this month that the administration didn't turn over the data to legislators in August because of worries the information would be used against them by the Trump administration, which had recently launched a Justice Department investigation of nursing home deaths. “Basically, we froze, because then we were in a position where we weren’t sure if what we were going to give to the Department of Justice or what we give to you guys, what we start saying was going to be used against us while we weren’t sure if there was going to be an investigation,” DeRosa said. Cuomo and his health commissioner recently defended the March directive, saying it was the best option at the time to help free up desperately needed beds at the state’s hospitals. “We made the right public health decision at the time. And faced with the same facts, we would make the same decision again,” Health Commissioner Howard Zucker said Feb. 19. The state now acknowledges that at least 15,000 long-term care residents died, compared to a figure of 8,700 it had publicized as of late January that didn’t include residents who died after being transferred to hospitals.
