Rentalscape short-term rental platform improves beach city’s monitoring and compliance to create fairness for hotels and residents
SAN DIEGO & CARLSBAD, Calif., June 28, 2022--(BUSINESS WIRE)--Deckard Technologies, a government-focused tech company that provides software, analytics and insights for communities to create tax fairness, has launched its Rentalscape platform to assist the heavily-touristed City of Carlsbad, California, in identification of short-term rental (STR) properties to create equity for hotels and residential hosts alike.
Although the city has voluntary collection agreements with VRBO and Airbnb for transient occupancy taxes to automatically be collected from guests when they book through their websites, the rental companies do not supply details on where or from whom the payments are coming and do not collect and remit taxes for any bookings that happen outside of their websites. Rentalscape offers a user-friendly platform that tracks all rooms being rented out on digital platforms and reports those to the City so the finance department knows what to expect in TOTs.

Data provided from Deckard includes property addresses, tax parcel numbers, nights rented, rates charged, and ownership. Violations of STR ordinances alert code enforcement on properties that do not have permits, those that do not include a permit number in advertisements, or where the rentals may occur outside of the Coastal Zone – the only section of Carlsbad in which short-term rentals are permitted. In addition to each property detail, Rentalscape can aggregate the number of STRs active in the city, identify aggregate revenue due and average daily rates charged, identify booking trends and the average number of nights booked per reservation, for at least one year past and three months in advance. It also lists the platforms used by STR hosts. Anyone using platforms other than Airbnb and VRBO must submit their taxes to the city directly.
According to city officials, the future data also helps them to crack down on violators who may have claimed to have stopped renting but who still have upcoming rentals booked.
