The 49-year-old Scottish native was last seen at 1:30 p.m. on April 1 at the Gateway Bus Loop in Whistler Village. He was reported missing April 14. Virginia's governor signed a law Thursday that allows the state's colleges and universities to directly pay athletes through name, image and likeness deals. The law signed by Gov.
