Aylmer councillors approved the 2021 budget at a 2.46% increase, with a total net levy requirement of $5,987,984, at a virtual council meeting on Monday, April 12. The average homeowner in Aylmer ($213,345 on detached home, based on Current Value Assessment) will pay an additional $20.40 annually. “That’s a very affordable budget and it was because of the exceptional cases that we see our community going through,” said Chief Administrative Officer Andy Grozelle. The percentage increase would have been lower, he added, if not for the provincial freeze on the Current Value Assessment (CVA). The estimated assessment in Aylmer has shrunk by $1,275,000 as a result. Last year saw a CVA increase of 5.9%, which offset levy requirements. This marks the fourth Aylmer budget presentation. A 4.4% increase was called for at the most recent budget presentation on Feb. 1, and the current levy amount of 2.46% was reached mainly through reductions in labour and benefit costs. Those refinements to the estimated labour and benefit costs reduced the budget by $130,000. Staff also recommended a one-time reduction of transfer to reserves, which reduced spending by $50,000. Mr. Grozelle noted a critical gap in capital requirements for future sustainability, which creates a looming infrastructure deficit. However, reducing the reserve transfer from $650,000 to $600,000 would provide one-time rate relief to the community during the pandemic. Other cost-cutting measures since then included a $20,000 reduction of transfer to the Parks Capital Reserve, a $10,000 reduction in travel due to COVID-19, and the postponement of a water filling station, which saved another $10,000 for this year. “COVID-19 has created challenges on how accurately the town can develop predictable budgets,” said Mr. Grozelle. “Although staff have undertaken to do our best, I believe both 2020 and 2021 will always have an asterisk next to them for all municipalities, because the variances we are seeing are not normal in the circumstances.” Some key pressures on the 2021 budget this year include substantially increased insurance rates, a reduction in the Ontario Municipal Partnership Fund (OMPF), and multiple priorities combined with limited resources and time. Main deliverables for the emergency services department this year include new fire chief and director of emergency services Todd McKone, a return to community involvement and education as COVID-19 restrictions lessen, and the resale of a pumper truck. Corporate services projects planned for 2021 include a communications and social media plan, as well as the planned renovations to Aylmer Town Hall, which will combine it with the attached building at 25 Centre Street. Other projects include a planning and development process review, an electronics records management system, modernized council chambers, and continued improvement of customer service processes for all departmental functions. A key budget pressure in this department is the salary increase for the new Deputy Clerk role. “There have been some moderate salary increases as a result of restructuring positions in the department,” said Legislative Services Director/Clerk Josh Brick. Other pressures include computer and software costs associated with modernization, as well as limited revenues from 2020 due to office closures and service reductions (for example, marriage licenses). The financial department plans to conduct a review of accounts, implement new business processes and modernization, and update the budgeting process for general clarity. Operations department projects include sand replacement for wastewater lagoons, advance for the next phase of water planning, and a review of the ERTH Power Corporation agreement. Some challenges associated with this department include difficulty filling Operator positions, increased costs for the new waste contract, and costs associated with future planning for water infrastructure. Councillor Pete Barbour mentioned there was a possibility of enhanced provincial support for various projects, and asked Operations Director Rob Johnson if he had a list of projects that can be or will be “shovel-ready.” “Staff are always looking at the guidelines when the province announces that there is funding available,” responded Mr. Johnson, adding the SCADA control upgrade and replacement project and water tower projects as priorities. Planned parks and recreation activities include working with community groups to bring usership back as soon as possible, working with Southwestern Public Health to prepare for vaccine distribution, and a review of user fees and opportunities for cost recovery in 2022. Cr. Tom Charlton commented that there was $20,000 set aside for park and trails expansion in the draft project list, and asked for further details on the project. Mr. Grozelle said he was not sure at this time, but he would follow up and email council with those details. Cr. Barbour said the project list showed the total cost, but that it does not say where these funds are coming from. He asked if these projects would be funded through taxation, reserves, or a combination of both. “Everything is going to be funded out of reserves for 2021,” responded Treasurer Heather Sachs. Cr. Barbour again clarified that everything would be paid through reserves, and Ms. Sachs confirmed that it would be in 2021. CALGARY, Alberta, April 14, 2021 (GLOBE NEWSWIRE) -- The United States supplied nearly four out of every five barrels of oil imported into Canada in 2020 while crude imports fell 20 percent due to lower demand during the COVID-19 pandemic, according to the latest analysis from the Canada Energy Regulator (CER). Imports of crude oil decreased to 555,000 barrels per day (b/d), down from 693,000 b/d in 2019 with 77 per cent of total crude imports coming from the U.S. in 2020, up from 72 per cent in 2019. Of the remaining crude imports, 13 per cent came from Saudi Arabia, four per cent from Nigeria, three per cent from Norway, and the remainder from several other countries. While Canada exports nearly 6.5 times more oil than it imports, it still relies on oil imports to feed refineries in the Atlantic Provinces, Quebec and Ontario. Less than one third of Canadian crude oil is processed by Canadian refineries for a variety of reasons, such as lack of pipeline access to domestic supplies, specific product requirements of refineries, or because it costs less to import. Most of the oil Canada imports is transported by marine tanker and pipeline, with small volumes being imported by rail. In a letter published in The New York Times, the group stressed that Americans should be allowed to cast ballots for the candidates of their choice. “For American democracy to work for any of us, we must ensure the right to vote for all of us," they wrote. The group said people “should feel a responsibility to defend the right to vote and oppose any discriminatory legislation or measures that restrict or prevent any eligible voter from having an equal and fair opportunity to cast a ballot." The letter was signed by hundreds. Businesses spanned sectors including banking, retail, health care and technology. Over the weekend more than a hundred top executives and corporate leaders gathered online to discuss their response to restrictive voting laws under consideration in several states and already enacted in Georgia. Media reports indicate the statement put out Wednesday was discussed during the weekend meeting. It comes after 72 Black executives signed a similar statement last month in the wake of changes to Georgia’s voting laws. More than 350 different voting bills are under consideration in dozens of states, according to a tally from the Brennan Center for Justice, a public-policy think-tank . NEW YORK — JPMorgan Chase saw its first-quarter profit jump nearly five fold from a year earlier, as the improving economy allowed the bank to free up roughly $5 billion that it had stored away to guard against loan defaults in the early weeks of the pandemic. The nation's largest bank by assets said Wednesday that it earned $14.3 billion, or $4.50 per share, in the year's first three months. That's compared to a profit of $2.87 billion, or 78 cents per share, in the same period a year earlier. Excluding the loan loss releases, the bank earned $3.31 per share. The results were significantly better than the forecast from analysts, who were looking for JPMorgan to report a profit of $3.10 per share, according to FactSet. A significant chunk of JPMorgan's profit gain came from its ability to release $5.2 billion from its loan-loss reserves in the latest quarter. Banks such as JPMorgan set aside billions to cover potentially bad loans during the early months of the coronavirus pandemic. With the economic picture improving, and trillions of dollars of government stimulus being injected into the U.S. economy, those loans are no longer considered at risk of failing and banks have become confident they can return these loans to the “good” side of their balance sheets. “With all of the stimulus spending, potential infrastructure spending, continued quantitative easing, strong consumer and business balance sheets and euphoria around the potential end of the pandemic, we believe that the economy has the potential to have extremely robust, multi-year growth,” said Jamie Dimon, the bank's CEO and chairman, in a statement. JPMorgan released roughly $2.9 billion from its reserves in the fourth quarter. The company still has $26 billion stored away in its loan-loss reserves, which Dimon said is a “appropriate and prudent” amount for the bank currently. JPMorgan also had a surge in revenue and profits in its investment banking division, which helped its overall bottom line. The investment banking division had revenues of $14.6 billion in the quarter, up from $10 billion a year earlier. The bank saw significant gains in revenues from its trading desks, reflecting the healthy volatility last quarter in both the bond market and stock market. While the consumer banking division did report a big profit gain for the quarter, most of that was tied to the release of loan-loss reserves. Revenue in the division fell 6%, largely due to falling interest rates, which will be a medium-to-long term headwind on the bank's results. “It is now increasingly clear that the bank over-reserved (for losses in the early part of the pandemic), and that money is now flowing back into its earnings, concealing some of the weakness in consumer banking. But overall this was a great quarter for JPMorgan,” said Octavio Marenzi, CEO of consulting firm Opimas LLC, in an email. Uber Technologies Inc on Wednesday said it had signed deals with three new transit agencies to provide routing and matching technology for their public transportation fleets, the company's latest foray into the transit space. Denver's Regional Transportation District, Cecil County Transit in Maryland and the transit agency of Central California's Porterville will use Uber's software to operate their transit or paratransit service, the company said. Passengers in those cities can book transit or wheelchair-friendly rides through the Uber app, but unlike regular ride-hail trips, transportation will be provided through the transit agencies' drivers and vehicles.

American Airlines said on Wednesday it expects to fly more than 90% of its domestic seat capacity in the summer of 2021, compared with the same period in 2019, due to a strong rebound in bookings. The U.S. airline also expects to utilize 80% of its international seat capacity this summer, compared with 2019 levels. Air travel has been impacted by travel restrictions around the world due to the COVID-19 pandemic, however, rising vaccination rates are widely expected to aid bookings later this year.
WASHINGTON — Jill Biden underwent a “common medical procedure” on Wednesday, came through it “well” and was expected to resume her normal schedule, the White House said. President Joe Biden accompanied his wife, 69, to an outpatient centre to undergo what the White House said was a “common medical procedure.” No further details were released about her condition or the procedure. They spent about two hours at the building located near the campus of George Washington University. “The first lady tolerated the procedure well and is heading back to the White House to resume her normal schedule,” communications director Elizabeth Alexander said in a statement. The president was set to address the nation later on his plans to withdraw U.S. troops from Afghanistan by Sept. 11, 2021. He will then visit Section 60 of Arlington National Cemetery, the final resting place of many American service members who lost their lives in Afghanistan and Iraq.
