A lawsuit filed Wednesday in federal court alleges negligence by CSX Transportation caused a train derailment and ensuing chemical fire that forced residents of a small Kentucky town out of their homes for more than a day, including most of Thanksgiving. After failing to secure funding earlier this year, lawmakers proposed including $2.3 billion for those programs, called the Compacts of Free Association (COFA), in the National Defense Authorization Act (NDAA), which is currently being negotiated.
