Audit: Improper use of emergency pandemic leave contributed to mail delays

A newly released audit obtained by 11 News spells out emergency pandemic leave within the U.S. Postal Service that postal officials have blamed, in part, for staffing shortages and service issues in Maryland. WBAL-TV 11 News has reported for weeks about delayed or no mail delivery in Baltimore-area neighborhoods. According to the audit, because of poor record keeping, the Postal Service still doesn't know exactly how much it has paid out in pandemic-related leave or exactly how many employees took it.
