PORT-AU-PRINCE (Reuters) - A ceremony to install a stalled presidential transition council in Haiti will take place Thursday morning on the outskirts of the capital Port-au-Prince, the office of outgoing Prime Minister Ariel Henry announced in a statement on Wednesday.
