Police have launched an investigation to determine whether the child died due to negligence, the Mirror reports.
The accident happened at a rented villa near popular tourist location Quinta do Paraiso.
It is believed the family had only arrived in Portugal a day earlier.
Firefighter Vítor Rio told The Sun: "We received the alert around 3.00pm on Saturday about a young child that had drowned in the swimming pool of a private villa.
"We found two men in the house. We didn't focus on understanding what had happened, only on trying to save the child, who was already out of the pool. We tried to revive him for around one hour without success.
"It appeared to us two men were at home with the baby while two women were out shopping."
It comes just days after toddler Lane Graves died in Florida after being dragged into a lagoon by an alligator.
The two-year-old was attacked on Tuesday night as he waded in shallow water at the edge of the Seven Seas Lagoon at Disney's Grand Floridian resort.
Orange County Sheriff Jerry Demings said a dive team found his body "completely intact" at about 3.30pm on Wednesday.
