WASHINGTON (Reuters) -Federal Communications Commission Chair Brendan Carr said Monday the agency will drop a proposed Biden administration plan to ban broadband internet "bulk billing" for residents of apartments, condominiums and public housing. The plan promised to prohibit a requirement for tenants to pay for broadband, cable, and satellite service provided by a specific communications provider even if they did not wish to take the service. Carr, who took over as chair last week after being named by President Donald Trump, said the proposal "could have raised the price of internet service for Americans living in apartments by as much as 50%."

China is aiming to beef up physical education in schools, making it core to the curriculum rather than a secondary subject, authorities said as they push for a more "holistic education" amid growing concerns about the rise in childhood obesity. Primary and secondary schools must ensure physical education teachers are treated "the same as their colleagues in subjects such as Chinese, math and English, and intensify efforts to develop key sports such as soccer, basketball and volleyball," the official Xinhua news agency said, citing the country's Ministry of Education. "These measures are part of a broader push for a more holistic approach to education, integrating physical fitness with academic development to cultivate well rounded students who are prepared for the future," the Ministry said.

US court throws out Biden-era rules designed to protect car buyers
WASHINGTON (Reuters) -A U.S. appeals court on Monday threw out consumer protection rules adopted by the Biden administration to ban bait-and-switch tactics and prohibit auto dealers charging for add-on costs that do not benefit new car buyers. In response to legal challenges brought by the National Automobile Dealers Association (NADA) and a Texas dealer group, the 5th Circuit Court of Appeals said in a 2-1 decision that the Federal Trade Commission (FTC) had violated procedural rules in writing the regulation without giving advance notice of the planned regulation. The rule required up-front pricing in dealers' advertising and sales discussions and informed consent from consumers before charging for any item.
