Armenian Prime Minister Nikol Pashinyan said that Armenia may face a war with Azerbaijan if it does not compromise with Baku on returning some strategic Azerbaijani territories that Armenia has controlled since the early 1990s. Pashinyan was speaking during a Monday meeting with residents of border areas in northern Armenia's Tavush region, close to a string of deserted Azerbaijani villages that Yerevan has controlled since the opening phases of the countries' three decade-long conflict in the early 1990. Pashinyan has repeatedly signalled in recent weeks that he is willing to return the villages to Azerbaijan, which are important for Yerevan, as they control its main road northwards to the border with Georgia.
The killing of a 13-year old boy in northern China last week, for which three boys are in police custody, has triggered a heated discussion in the media on juvenile crime and the plight of children left at home by migrant workers. Police arrested three boys and took them into custody after they allegedly bullied and killed the junior high school student in the small city of Handan on March 10, and then buried him in a shallow pit, state media reported. Local police are investigating the case as a homicide and have set up a team of more than 60 people to probe the case, state media broadcaster CCTV News reported.

Many hospitals in China have stopped offering newborn delivery services this year, state-backed news outlet Daily Economic News reported, with industry experts warning of an "obstetric winter" due to declining demand amid a record drop in new births. Hospitals in various provinces including in eastern Zhejiang and southern Jiangxi have in the past two months announced that they will close their obstetric departments, according to notices viewed by Reuters. The Fifth People's Hospital of Ganzhou City in Jiangxi said on its official WeChat account that obstetric services would be suspended from March 11.
The European Central Bank will be in position to discuss an interest rate cut in June, Vice President Luis de Guindos said on Tuesday, joining a long list of policymakers putting the June 6 meeting on the table for a potential start of policy easing. ECB President Christine Lagarde earlier this month said the bank was just beginning to discuss whether to dial back interest rates given a comforting fall in inflation and policymakers on both the hawkish and dovish side of the spectrum have endorsed that timeline. Market investors are somewhat sceptical, however, and a cut is fully priced in only by July as concerns are growing that the U.S. Federal Reserve could delay its initial move and the ECB would be hesitant to move on its own.

The shift makes Japan the last central bank to exit negative rates and ends an era in which policymakers around the world sought to prop up growth through cheap money and unconventional monetary tools.

The Swiss National Bank sold foreign currency worth 132.9 billion Swiss francs ($149.51 billion) in 2023, the central bank said on Tuesday, showing its increased emphasis on supporting the Swiss franc as a shield against imported inflation. The figure was a massive increase from 22.3 billion francs in foreign currencies sold by the SNB in 2022, when the bank started selling off some of its huge foreign currency holdings. The SNB's strategy has paid off, with Swiss inflation within its 0-2% target range for last nine months.

Japan's yen currency fell sharply on Tuesday after the central bank ended its negative interest rate policy in a monumental but highly anticipated decision, while the Australian dollar also slid after domestic rates were kept steady. In a historic shift from decades of massive monetary stimulus, the Bank of Japan (BOJ) ended eight years of negative interest rates and other remnants of unorthodox policy at the conclusion of a two-day monetary policy meeting. With Japan's first interest rate hike in 17 years, the central bank said it would guide the overnight call rate - its new policy rate - in a range of zero to 0.1% adding that it expected "accommodative financial conditions" to be maintained for the time being.
